Pay Rates: PAYE £15.17 per hour / Limited/Umbrella £19.65 per hour

The Role
As Programme Support Officer, you will provide project, change, and performance management support to ensure activities are delivered to agreed standards. You will be responsible for maintaining project documentation, supporting statutory reporting requirements, and assisting in the development of systems and reporting improvements. This role is central to ensuring that performance services deliver to time, cost, and quality, and that benefits are realised in line with business cases.
Key Responsibilities
* Provide routine and ad hoc reports for managers and elected members, ensuring accuracy and timeliness
* Support the collection, monitoring, verification, and reporting of performance data for statutory returns
* Assist in the development of management information systems, processes, and performance measures
* Provide analysis of complex national and local datasets to inform policy and performance improvement
* Contribute to the implementation of frameworks for reporting routine and trend information
* Advise on data quality matters, ensuring robust assurance controls are in place
* Support project managers and senior staff in the coordination and delivery of projects and programmes
* Assist in the development and implementation of corporate performance frameworks and improvement plans
* Maintain awareness of relevant legislation, government policy, and best practice to support continuous improvement
* Uphold Council policies on health and safety, equality, and data protection
Candidate Requirements
* Considerable experience supporting and delivering projects, change, or improvement activities (preferably in local government or public sector)
* Strong stakeholder engagement and relationship management skills
* Experience in developing and implementing performance management systems and producing management information reports
* Knowledge of statutory reporting and performance requirements across corporate services, social care, education, and community services
* Ability to collate, interpret, and analyse complex data accurately and at speed
* Excellent communication and interpersonal skills, with strong written and presentation abilities
* Proven organisational and time management skills, able to prioritise competing demands
* IT proficiency, including complex databases, spreadsheets, word processing, and reporting tools
* Level 4 qualification or equivalent compensatory experience
* Ability to travel to meetings within and outside the county and attend sessions outside normal working hours
