Technology Supplier Delivery Manager
* Role Overview We are recruiting for a Supplier Delivery Manager to join the Valuation Office Agency during an exciting phase of transformation, as we deliver our NextGen Rating (NGR) programme.
NGR is a complex, multi-year £240 million transformation programme to shape the future of non-domestic rates in the UK for VOA customers and support the roll-out of a new operational system to over 2000 VOA colleagues.
You will navigate complex and politically important issues, utilising your analytical, commercial and strategic thinking skills within a large Government Major Portfolio Programme (GMPP). We require a dedicated individual, with experience of working in technology change, to navigate a dynamic business landscape and address a critical set of supplier delivery objectives.
The technical delivery of NextGen Rating (NGR) programme is provided by HMRC’s Chief Digital and Information Officer (CDIO) group, in close collaboration with the VOA. As Supplier Delivery Manager, you will act as the intelligent client, ensuring VOA’s responsibilities are co-ordinated, managed and tracked to ensure smooth delivery of programme outcomes.
You will play a key role in shaping and executing the Programme’s commercial strategy, working closely with CDIO and VOA commercial teams to ensure supplier engagement models for the VOS-NDR component of the programme drives value for money and meets cost, quality and time requirements.
This includes managing a complex Statements of Work (SoWs), monitoring delivery against agreed payment milestones, and applying commercially informed decision-making to mitigate risks and optimise performance.
Your ability to leverage data-driven insights and maintain strong stakeholder relationships will be essential in keeping the commercial strategy for VOS-NDR aligned with the programme’s business case and strategic objectives, ensuring that the supplier delivery model consistently supports the programme’s long‑term outcomes.
You will play a critical role in embedding commercial best practice across the programme.
This includes; driving commercially informed decision-making, building strong stakeholder relationships, utilising data-driven insights to monitor supplier performance and improving commercial governance processes.
The ideal candidate will bring expertise in technical programme delivery, supplier performance management, and process improvement to create a more agile and responsive operation.
Reporting to the Programme Delivery Director, you will engage with senior governance boards and key stakeholders.

* Key responsibilities Key areas of responsibility will include: Demand / Requirements Capture, working closely with both technical and non‑technical delivery leads to clarify and capture future service requirements Ensuring scope, deliverables and acceptance criteria is clearly defined and aligned to programme needs.
Agreeing the commercial approach to manage these requirements and facilitating the required approval processes to agree robust statements of work across all parties.
Performance Management, working closely with range of stakeholders to provide a comprehensive view of performance at Monthly Performance Reviews (MPR’s) for IT delivery partners
* including identifying and escalating supplier related risks, dependencies, or delivery issues in line with programme governance.
Running effective contract reviews for VOA suppliers, as well as ratifying metrics and gathering input to objectively measure ongoing supplier performance Build and sustain an Intelligent Client Function, that leverages data‑driven insights, enhances supplier performance, improves internal processes, and aligns with business objectives for more agile and efficient operations and improved outcome delivery.
Foster internal capabilities, by clearly defining commercial responsibilities and managing these across team members.
Developing agile and responsive relationship with suppliers and key stakeholders to drive collaboration and adaptability.
Financial Management, working closely with delivery leadership, delivery partners, programme PMO and finance, to ensure partners remain within agreed financial limits and quickly identify corrective actions / escalations as needed.
Governance, responsible for the co‑ordination and delivery of programme‑level supplier management meetings and feeding into VOA’s Commercial Assurance Group (CAG) and external forums on supplier performance.
Demonstrating strong oversight and control of commercial activities to ensure successful delivery of the NGR Programme and offer assurance to key stakeholders.
Continuous Improvement, effectively identifying opportunities to improve commercial processes as the Programme moves through delivery stages and manages different commercial challenges.
Quickly responding to any changes in Programme context, such as the adoption of any new commercial processes as part of the VOA transition into HMRC.
