A vacancy has arisen for a FS (People Ops – Pers Spt) to serve as the People Specialist Apprenticeship Centre Manager at RAF Cosford on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 06 April 2026 (or earlier/later subject to candidate status). Whilst the position is tied to RAF Cosford, the post is offered on remote working terms, suitable for those able to work from home and with the ability to dock into their local RAF Station or MoD establishment as and when required. There will also be occasional requirement to visit the Specialisation Ground Training School and each of the 6 HR Region’s to conduct face to face activity with those involved in the new entrant apprenticeship. The successful applicant will head a 2-person team employed as the People Specialist Apprenticeship Centre, which will rest within the area of responsibility of ACOS Trg. Primary focus will be on the development and implementation of a new People Specialist Apprenticeship offer. Initially, the role will be heavily focused on mapping the new Level 3 Apprenticeship in HR Support to the ST0239 national recognition standards. The Apprenticeship Centre will then be responsible for the implementation of the scheme to all People Specialist new entrants and the management of the Apprentice journey through to End Point Assessment (EPA). Job Description 1. Apprenticeship Development & Mapping • Establish collaborative working relationship with other People Operations Apprenticeship Centres (PTI and Visual Communications). • Conduct detailed mapping of all Trg activity required to meet the standards of the L3 Apprenticeship in HR Support (ST0239). • Drive development and implementation of any additional Trg required through collaboration with relevant stakeholders (Ground Training School, HR Cap Office, Line Management, AMT etc). • Ensure the New Entrant Apprenticeship offer aligns to Profession objective for Accreditation with Professional Governing Body (CIPD). 2. Systems Training & Support • Deliver onboarding and ongoing training to apprentices and staff on: • OneFile Tracker (MIS) – for managing learner records and compliance. • Digital Enrolment System (DES) – for digital enrolment and learner onboarding. • OneFile ePortfolio – for tracking learning progress, evidence submission, and assessments. • Develop and maintain user-friendly training materials and guidance documents. • Provide first-line support for system-related queries and escalate technical issues as needed. 3. Learner Progression & Review • Conduct Learner Progression Reviews (LPRs) with all candidates, ensuring timely completion of LPR documentation. • Set and monitor SMART goals (Specific, Measurable, Achievable, Relevant, Time-bound) to track and encourage learner development. • Identify and address barriers to progression, escalating concerns where appropriate. 4. Data Management & Reporting • Compile and distribute regular reports on learner engagement, progression, and system usage. • Ensure data accuracy and consistency across all platforms. • Support audit readiness by maintaining up-to-date and compliant learner records. 5. Stakeholder Engagement • Act as a liaison between the Apprenticeship Centre, Ground Training School, and the Apprenticeship Management Team (AMT) to ensure alignment and communication. • Coordinate with End Point Assessment Organisations (EPAOs) and Apprenticeship Certification England on all matters related to assessment and certification. 6. Additional Responsibilities • Support wider People Ops Profession and AMT accreditation initiatives as directed, including events, quality assurance activities, and programme development. • Contribute to continuous improvement by identifying opportunities to enhance systems usage and learner experience.
