We are looking for an enthusiastic and dynamic individual with a proven technical ability to join our team of Senior Technical Officers (STO) in Climate and Markets Regulation (Operations) (CMR). Do you want to help create a better place for people, wildlife and the environment? Do you want to help regulate business and industry to reduce CO₂ emissions, improve air quality and tackle the climate emergency?
Within our part of the Environment Agency we oversee the full range of compliance activities under several energy efficiency/emissions reduction regulations. The role involves:
* Registering and supporting operators within the UK Emissions Trading Scheme
* Assessing compliance against energy efficiency/emissions reduction regulations
* Providing advice and guidance to those we regulate
* Interpreting new guidance and regulations
* Developing internal guidance
* Training and mentoring colleagues
* Taking enforcement action to bring operators/organisations back into compliance
* Working with external stakeholders to review and improve regulation
Responding to incidents is a central part of what we do. You will be required to have an incident role and make yourself available to respond to incidents or provide business continuity support during an incident. This may attract additional payment and full training and alternative working arrangements will be available to support you with your incident role.
Whilst we are working flexibly between office locations and home, travel to offices will be required. Your base location will be Warrington, Sheffield or Preston. Travel/commuting to your contractual office base location is at your own expense.
The team
The role sits within Climate and Markets Regulation (Operations) (CMR). We regulate and administer various UK Government climate change schemes. The aim is to protect and improve our environment.
Regimes include:
* UK Emissions Trading Scheme
* UK ETS Registry
* Fluorinated Greenhouse Gases (F‑Gas) and Ozone Depleting Substances (ODS)
* Clean Heat Market Mechanism (CHMM)
* Climate Change Agreements
* Energy Saving Opportunity Scheme
Experience / Skills Required
* Excellent written and verbal communication
* Self‑motivated with strong organisational skills
* An eye for detail and accuracy
* Proficient in the use of Microsoft Office, particularly Word and Excel
* Ability to develop and maintain good relationships with internal and external customers
* Adaptability to new systems
* Prioritisation of workflows and agility to innovate
* Strong team player
* Promotion of cross‑regime working within the department and a culture of ‘one team’
* Experience of compliance and enforcement desirable

If you are applying from the Civil Service please note that the Environment Agency is not a part of HM Civil Service and you would not be a Crown Servant in the event of being appointed. Therefore, you will not be eligible for continuous service.
