It operates at the heart of government, as a joint unit of HM Treasury, 10 Downing Street, and the Department for Business and Trade, to unlock the private investment which will be the foundation of the Prime Minister and Chancellor’s commitment to growing the economy and decarbonising our industry and infrastructure. The OfI is now expanding to reflect the urgency of those missions under the leadership of the Minister for Investment, within the new framework set by the Industrial Strategy and the Government’s Five Missions. Lead the OfI’s approach to mobilising high-value impact‑driven and philanthropic capital, providing commercial insight and an expert understanding of emerging trends and opportunities across the domestic and global impact investing landscape. Advise Ministers, senior officials and cross‑government partners on unlocking high‑impact investment and international philanthropy opportunities. Deliver a bespoke, solutions‑focused service that accelerates investor engagement with key stakeholders—Ministers, regulators, agencies and delivery bodies—removing barriers and enabling swift, commercially‑credible decision‑making. Identify, assess and originate high-value impactful investment and philanthropic partnerships, working with the Office for the Impact Economy in the Cabinet Office, No10, other government departments, and the wider impact and philanthropic capital community. Champion commercially robust investment opportunities that align with the Department for Business and Trade’s strategic priorities, and guide government teams on structuring and progressing credible propositions that attract major impact‑focused capital holders. Act as the OfI’s lead adviser on the impact capital ecosystem—spanning impact asset managers, philanthropic foundations, family offices, and market intermediaries. Bring deep, current market knowledge to shape policy development, challenge assumptions, and ensure that the needs and expectations of impact investors are fully embedded in government strategy. Build and sustain high‑value relationships with senior decision‑makers within the world’s leading impact capital holders. Serve as a trusted adviser, unlocking access at No10, HM Treasury, and Ministers, and helping investors navigate the UK system with clarity and confidence. Provide inspirational leadership across the OfI, and set direction, drive delivery discipline, and operate with commercial rigour and a sharp focus on measurable outcomes.
