Job Title: Neighbourhood Environment Team Supervisor Directorate: Active and Healthy Communities, however, may be required to work in any Directorate across the Council Department: Regulatory Services, however, may be required to work in any department across the Council Location: Church Street, however, may be required to work in any location across the Council Reports to: Neighbourhood Environment Services Manager Salary Scale: SO2 SCP 27 - 29 Car User Status: Use of Council Vehicle PURPOSE AND FUNCTION OF THE POST Responsible for assisting the Neighbourhood Environment Services Manager with the efficient running of the Neighbourhood Environment Services Team and to deputise in his/her absence. To have an overview of all the responsibilities of the office and their associated targets and budgets and to carry out those duties specifically designated to the post. PRINCIPAL DUTIES AND RESPONSIBILITIES To supervise the day to day work of the Neighbourhood Environment Officers and Community Safety Officers, allocating duties, identifying training needs, monitoring performance, and providing operational instruction, advice, and guidance. To liaise with service users, Government departments, Police, solicitors, and other relevant bodies concerning the implementation and interpretation of legislation and Council policy. Implement and enforce legislation including the Clean Neighbourhoods and Environment Act (NI) 2011, the Dogs NI Order 1983, the Litter (NI) Order 1994, The Pollution Control and Local Government (NI) Order 1978, Street Trading Act (NI) 2001, Local Government (Miscellaneous Provisions) (NI) Order 1985, Council Bye-Laws and any other legislation, in so far as it may relate to the functions of the post. To form and support user/focus groups and provide information, guidance, and training to users. To handle effectively service requests, enquiries, and complaints from internal and external users, maintain accurate records and give responses within target response times. To assist with the publicity and development of educational programmes run by the Neighbourhood Environment Team and Community Safety Team. Create, deliver, and assist in the future development of innovative educational programmes, publicity materials, special projects and events. To provide training for the Neighbourhood Environment Team and Community Safety Team staff. To deputise for the Neighbourhood Environment Services Manager in his/her absence. Supervise and participate in the provision of a patrol service throughout the Ards and North Down Borough utilising Council vehicle and staff resources. Implement and assist in the development of Team Action Plans and associated policies and assist with the preparation of the Teams Service Improvement Plans. Brief senior Council, Police and Housing Officers and others in relation to the teams remit. Monitor and report, as required, information relating to the performance of the Team. To comply with and promote equality, health and safety in accordance with Council Policies and legal requirements. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. Note: In addition, the Post holder may be required to work additional hours on evenings, weekends, and Public Holidays to meet the needs to the service. Time off in lieu will accrue for these hours. The Post holder may have to attend call outs outside normal office hours on occasion. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process. QUALIFICATIONS 2 GCE A levels or equivalent EXPERIENCE ESSENTIAL 2 years relevant enforcement process supervision or case management supervision in an enforcement environment Experience in staff supervision Experience in developing and delivering educational programmes/ presentations Experience of using IT systems DESIRABLE Experience in project Management Experience in working with community/ voluntary groups and committees Dog Handling Experience KEY SKILLS & ABILITIES ESSENTIAL High level of written and verbal communication skills Good interpersonal and influencing skills. Good customer focus skills Ability to produce accurate work to tight deadlines Good organisational skills Sensitivity to the differing requirements of individuals, groups and organisations To be a good team leader DESIRABLE Knowledge of addressing environmental anti-social behaviour issues OTHER REQUIREMENTS ESSENTIAL A valid driving licence with access to a form of transport that will allow fulfilment of the duties of the post or have access to a suitable form of transport which will enable the post holder to meet the requirements of the post Consent to Access NI basic disclosure check A driving assessment by Council may form part of the selection process Able to work evenings and weekends and public holidays as required and adopt a flexible approach to working hours in line with operational requirements The above alternative (access to a suitable form of transport) is a reasonable adjustment specifically for applicants with disabilities, who as a result of their disability, are unable to hold a valid driving licence. The selection panel reserves the right to enhance the shortlisting criteria to facilitate the process when necessary.
