Job Description:

bp has reached agreement with the Government of Iraq to invest in several giant oil fields in the Kirkuk province of northern federal Iraq. The contract provides for the rehabilitation and redevelopment of oil and gas production from the Baba and Avanah domes of the Kirkuk field and three adjacent fields – Bai Hassan, Jambur and Khabbaz, all of which are currently operated by the North Oil Company of the Ministry of Oil.

Under the terms of the agreement, bp, North Oil Company (NOC) and North Gas Company (NGC) will establish a new integrated operating entity comprising predominantly of personnel from NOC and NGC, along with secondees from bp. The new operating organisation will, in due course, take over operations at Kirkuk from NOC and NGC.

This role is part of the central remote support team for Kirkuk. Successful candidates should be flexible and willing to travel to Iraq for business trips, especially during the early phases.

Additional information:

Due to limited medical infrastructure within Northern Iraq cities and for security reasons, bp employees cannot be sent to the local medical facilities for medical interventions, and serious cases have to be evacuated from the country. Therefore, we have more exacting medical requirements for fitness for posting in Iraq. These requirements broadly follow UK oil and gas medical protocols for fitness to work at offshore installations but also reflect the limited local medical capability in-country. This means that some chronic or acute medical conditions may have implications or restrictions for employees to work in Iraq.

The Iraqi government require all expatriate workers in Iraq to complete a HIV test, Hepatitis B surface antigen and Hepatitis C antibodies test. This will be tested in Iraq as well as in your pre-deployment medical assessment. The current position in Iraq is that any positive result to Hep B/C or HIV is not acceptable for a business visa, work permit or residency certificate to be issued. Please also note that due to safety and security considerations, bp rotators cannot exceed a weight of 35 BMI.

About the role:

The Category Delivery Manager (CDM) – Kirkuk is accountable for co-ordinating in-country procurement delivery across all categories for Kirkuk. The role manages the procurement interfaces between the in-country based team, North Oil Company (NOC) and remote category teams to ensure alignment to business priorities and compliance to Kirkuk procurement procedures and contract governance.

The role actively works to ensure partner alignment on category strategy, sourcing and contract management activity and ensuring cost and production targets are enabled by effective and agile end-to-end supply chain management. In addition, the role leads on training/coaching of NOC secondees on Kirkuk procurement procedures, systems and processes.

The CDM is highly collaborative, with strong commercial foresight, ensuring alignment on business goals and delivering secure optimal, compliant, and competitive, risk-managed procurement outcomes. They are a role model on business integrity, adept at change management, displaying emotional understanding and fostering resilience.

The role will be seconded into the Kirkuk Field Operating Division. Its envisaged it will start remotely prior to moving to be based on a Rotational (28:28) basis in Kirkuk.

What you will deliver:

* Builds strong partner relationships, taking time to understand business needs, market insights and aligning this with procurement category priorities. Becomes a trusted advisor and critical partner to collaborators
* Supports category delivery of contract strategies, end-to-end sourcing and contracting, socialising relevant governance approvals and ensuring contracts are compliant to established contract standards and operationalized into Kirkuk P2P systems.
* Collaborate with NOC and a point of contact for suppliers to support the category teams understanding of the Iraqi market. Advocates for opportunities to partner, collaborate, develop, and strengthen relationships with contractors and suppliers
* Builds site knowledge and provides business context to enable the wider category teams to develop pragmatic solutions to complex issues and deliver value through efficient and effective category management. Ensures the category teams can provide robust commercial/contractual support to operational issues that arise.
* Promotes compliance culture and psychological safety. Monitors and reacts to contractor safety and compliance related matters, provides input into investigations and implementation of appropriate actions.
* Leads on training/coaching of NOC secondees on Kirkuk procurement procedures, systems and processes. Builds the capability and competency of the team to meet ongoing and future business needs.
* Procurement delivery – Provides advice to the in-country delivery team on day-to-day procurement category operations. Provides oversight on supplier performance management or interventions, bringing up to the relevant business partners, as needed, to ensure timely resolution and prevent leakage.
* Supports the team on the ground with the execution of procurement category strategies aligned to business needs. Understands the broader commercial landscape and external market factors to aid in the development of value-driven strategies.
* Unlocks value and deliver strong performance in line with category management policy.  

Essential Experience and Requirements:

Degree educated - something related to Procurement preferred - or equivalent relevant professional experience

* Strong business insight to unlock value, track record of collaboration, able to deliver agile solutions to the business, try new ways of working and displays a growth mindset.
* Broad experience across oil and gas categories and a track record of operationalising strategies through sourcing and into execution.
* Experience of complex sourcing, negotiations and managing large contracts with international suppliers.
* Deep understanding of regional requirements, planning / execution processes and experience dealing with PSA/TSC /concessionaire approvals.
* Excellent communicator who demonstrates an ability to develop, high quality, trust-based relationships with the wider organization. Track record bringing multiple parties (procurement, business, suppliers) together to collaboratively solve complex problems.
* Able to work under pressure to initiate actions, prioritise and support decision making, skilled at fostering alignment among senior partners with competing priorities.
* Excellent communicator with demonstrated ability to influence, collaborate and lead teams through complexity, develop capability and provide solutions to complex issues in multi-stakeholder, multi-discipline, multi-cultural environments.

Desirable Criteria:

Post graduate qualification related to procurement desirable e.g. CIPS or CPM

This role is in support of bp's Middle East and North Africa Growth entity working within one of the world's most prolific hydrocarbon provinces.

This role will form part of the multi-disciplinary Kirkuk procurement team which will work together to bring our experience of managing giant fields to realise the potential of this important asset for Iraq, working alongside and in close partnership with NOC and NGC.
