Senior Procurement Business Manager – NHS Wales Shared Services Procurement
NHS Wales Shared Services Procurement supports the Health Boards and Trusts across Wales by delivering patient‑centred procurement services. The Senior Procurement Business Manager will work primarily on behalf of Health Education & Improvement Wales, focusing on stakeholder engagement, staff development and enhanced visibility of contract content and expenditure. The role requires commercial acumen and the ability to deliver outcomes within a complex, changing environment.
Key Responsibilities
The senior manager will provide vision and leadership in the development and implementation of a contract portfolio, ensuring that systems, processes, policies and procedures are in place to enable the team to meet its strategic and operational targets. The post holder will support the Assistant Head of National Sourcing in delivering a comprehensive sourcing plan, managing non‑pay savings, compliance, P2P and audit activities, and ensuring operational management and performance monitoring of the Health Education & Improvement Wales Sourcing team.
Qualifications
* Post graduate diploma or demonstrable equivalent experience in a relevant area.
* Qualified to MCIPS (Level 6).
Skills
* Excellent communication skills, written and oral, articulate and robust in presenting ideas.
* IT proficiency, particularly in the use of word processing, spreadsheets, databases and the web for research.
* Evidence of continuous professional development.
Experience
* Proven experience of handling ‘complex’ and/or high‑value procurements on time, and within budget.
* Expertise in EU procurement and contract management, obtained through further training and/or relevant experience.
* Experience of project planning and the ability to meet deadlines, including participation and coordination of costings and purchases in line with agreed revenue and capital projects.
* Demonstrable track record of obtaining savings and other business indicators.
* Experience of people/staff management.
* Conversant with legal, compliance and probity issues.
Welsh language skills are desirable.
