Environmental Crime and Pest Control Team Leader
Contract: Permanent. Hours: 36.66 per week. Salary: £39,152 - £42,839 per annum (Grade 7). Location: Sir Robert Peacock House, Vulcan Street, Oldham, OL1 4LA.
Role Overview
Oldham Council is seeking a motivated Environmental Crime and Pest Control Team Leader to lead the delivery of enforcement and pest control services, supporting statutory duties while contributing to the Council’s wider place-based agenda.
Reporting to the Environmental health Manager you will manage a team of Enforcement and Pest Control Officers, ensuring clear performance management processes are in place to monitor productivity, capability and service standards. You will allocate resources effectively, drive performance, and support staff development to achieve consistently high-quality outcomes.
The role includes overseeing environmental crime enforcement, ensuring compliance with legislation and promoting proactive, intelligence-led activity to address issues such as fly-tipping, waste offences and environmental crime. You will also raise the profile of the service, working in partnership with district teams and local stakeholders to support community-focused initiatives.
You will be responsible for managing the pest control service for domestic and commercial customers, ensuring all treatments, follow-ups and callouts are delivered efficiently and meet contractual targets. This includes undertaking escalation visits, conducting quality audits, and maintaining high service standards.
A key aspect of the role is developing the commercial pest control offer to increase income and managing associated budgets. You will also oversee the external Dog Warden contract, ensuring the provider meets all contractual and performance requirements.
This is a varied leadership role requiring strong operational management, commercial awareness and the ability to deliver effective, customer-focused services that improve environmental quality across Oldham.
Key Responsibilities
* Manage and oversee the day-to-day work of the Enforcement and Pest Control teams and in particular the workload, responding to service requests and contractual obligations.
* Manage and report on budgetary performance ensuring income targets are achieved and the overall budgets for the teams are maintained.
* Contribute to the development, implementation and evaluation of service improvements and change strategies following guidance and instruction from the Head of Service and Environmental Health Manager in accordance with current legislation and national policy guidance.
* Regularly monitor and measure workloads and allocate these appropriately across the Enforcement and Pest Control teams.
* Investigate and resolve customer complaints and complete appropriate documentation.
Key Requirements
To succeed in this role, you will need:
* An appropriate degree, professional qualification, or significant equivalent experience in a relevant enforcement discipline.
* Experience of investigation of offences and the enforcement of relevant legislation including experience of court procedures.
* Experience of performance management of staff and the successful allocation of workloads to aid performance.
