JOB DESCRIPTION
To assist and support the Commissioning Site Head in supervising the WHP EPCIC Contractors' activities linked to the Commissioning of well head platforms.
* To meticulously review the Telecom Construction, Pre-Commissioning & Commissioning documentation prepared by the contractor, including but not limited to: shop drawings, Installation and SAT procedures, ICAPS database population, procedures, Ready for Commissioning (RFC) preparation, and Operational Test Procedures (OTP) preparation.
* To expertly supervise the Telecom Construction, pre-commissioning, and commissioning execution at fabrication worksites and offshore fields, ensuring the timely delivery of a fully operational installation.
* To effectively supervise the Company WHP Telecom Supervisors Team throughout Onshore/Offshore phases.
* To diligently manage telecom activities for their discipline, from Ready for Commissioning (RFC) status through to the successful completion of all commissioning activities.
* To rigorously assess work responsibilities and job functions, ensuring they are carried out safely and efficiently.
* To strictly adhere to and clearly communicate Project HSE WORKSITE(S) instructions and policies.
* To proactively identify and address HSE deficiencies and promptly report them to the HSE department.
* Ensure the precise and consistent implementation of all telecom requirements in strict accordance with the CONTRACT specifications.
* Conduct thorough reviews of the preparation of installation, pre-commissioning/commissioning procedures, and reporting tools developed by contractors (including but not limited to technical databases, planning documents, punch lists control and follow-up for all relevant disciplines). Telecom scope includes items such as PAGA equipment, LAN/Telephone Equipment, and Crane Radio systems.
* Actively promote a strong safety culture throughout all phases of activities and rigorously verify that all safety procedures are consistently implemented and followed by both CONTRACTOR and COMPANY personnel.
* Maximize the efficiency of onshore commissioning activities to minimize potential delays during offshore phases.
* Effectively coordinate with other project entities, disciplines, and existing facilities to ensure seamless integration.
* Guarantee that all lists of installation, pre-commissioning and commissioning procedures are comprehensive and include detailed Operational Test Procedures.
* Ensure that Prior TOM preservation and Prior First Oil preservation procedures are comprehensive and rigorously applied.
* Verify that the Telecom pre-commissioning and commissioning spare parts, consumables, equipment, special tools, etc., are sufficient and available in a timely manner.
* Attend Factory Acceptance Tests (FAT) during the preparation phase, as needed.
* Meticulously follow the contractor’s/Vendor Telecom Pre-commissioning and commissioning activities, utilizing the OPERCOM Methodology and ICAPS (Integrated Commissioning And Progress System) software.
* Diligently monitor the execution of Telecom activities to ensure the achievement of Project schedule completion targets.
* Supervise the accurate and timely reporting of telecom execution throughout different phases, ensuring that all technical and contractual information is properly recorded, collected, and readily available for inspection/reference as required by law regulations and COMPANY policies.
* Maintain strict control and diligent follow-up on red-line mark-up drawings.
* Control and meticulously follow up on VENDORS activities, encompassing SAT, OTPs, document updates, punch list closure, and comprehensive reporting.
QUALIFICATIONS & EXPERIENCE REQUIRED
* Bachelor of Science (BSc) degree or equivalent in Electrical Engineering.
* A minimum of 15 years of extensive experience in the offshore oil & gas industry, with at least 10 years in a lead Superintendent or similar leadership role, demonstrating a proven track record in managing telecommunication systems and commissioning activities.
* Proven track record of effective leadership, successful problem resolution, and the ability to manage complex telecommunication projects.
* Demonstrated strong interpersonal and communication skills, with the ability to effectively collaborate with diverse teams and stakeholders.
* Willingness and ability to undertake technical missions worldwide.
* Extensive experience with NOC Standards (including #Total General Specifications), OPERCOM methodology, ICAPS software, DCC procedures, and relevant codes and standards.
* Proficient computer literacy skills, including experience with relevant software and tools.
* Ability to work effectively on projects in a complex and multicultural environment, demonstrating adaptability and cultural sensitivity.
* Valid H2S OPITO and T-BOSIET certifications.
