Job summary
This is a key leadership role within the Defence Nuclear Organisation (DNO), where you will provide financial expertise and continuous improvement to support some of the most critical, technically complex and financially challenging programmes in government, involving multiple government major projects, annual spend of over £7 billion and a whole life cost of many tens of billions.
You will provide Chief Defence Nuclear and other Ministry of Defence senior stakeholders with financial leadership of the Submarine-Capability Directorate (including Dreadnought and AUKUS); Top-Level Budget area; Nuclear Skills programme; sponsorship of sponsored organisations (namely Atomic Weapons Establishment, Submarine Delivery Agency and Sheffield Forgemasters); and Cost Assurance.

Job description
* Lead a multi-site team of finance professionals, developing the identify and sense of community across the team, and ensuring that finance is a key enabler to the business. You will be expected to support people’s careers, professional development and talent management.
* Provide strategic advice and robust financial information to enable timely decisions, drive efficiency and support effective delivery across your portfolio, strengthening the links between financial and programmatic performance.
* Develop and maintain strong, collaborative and influential relationships with budget holders and senior stakeholders (both military and civilian), from across the Enterprise.
* Maintain a robust control environment to ensure programme and operating costs are accurate, driving delivery against budgets, targets and KPIs. Work collaboratively with project leaders, industry partners and MOD colleagues to manage and report costs rigorously and promote stewardship of assets.
* Interface with other government departments, such as HMT, NAO and UKGI, as well as international partner countries.
* Act as a catalyst for change to improve financial processes, innovation and value for money: in particular, driving up the quality of business cases and forecasting.
* Plan, deliver and assure in-year and future forecasts, including establishing more effective processes for improved forecasting.
* Create an inclusive, collaborative environment, actively breaking down silos and setting a strong vision. Work with colleagues across the Defence Nuclear Enterprise (DNE) to support delivery of the DNE Strategic Plan and champion DNE cultural and behavioural principles.
* Due to the growing DNE portfolio, there will be scope for the role to evolve and change across the three finance Deputy Director areas.
Person specification
* Strong leadership credentials with the track record of leading, motivating and developing a diverse and inclusive team and promote consistent excellence in the team’s output.
* Excellent oral and written communication skills, including the ability to put complex financial issues into lay person's terms for non-specialist audiences, and as a leader build this capability within the finance function and wider organisation.
* Ability to influence and make positive impacts at the highest levels: maintaining networks and relationships and commanding the confidence of senior stakeholders.
* Deep financial expertise, with evidence of supporting complex multi-million-pound budgets, in large Programmes within a project environment, and of taking a robust and pragmatic approach to financial control and governance.
* A track record of creating a culture of innovation, for example through the use of data and analytics, and driving improvement on challenging financial issues.
* Hold a CCAB,CIMAor equivalent qualification, be in the process of qualifying, or be prepared to qualify.
