About the role:

Powys Council is seeking to recruit a suitably experienced and highly committed specialist as the Co-ordination and Logistics Lead to manage key areas of the Council's involvement in the Severn Valley Water Management Scheme (SVWM) and wider environmental work within the Marches Forward Partnership (MFP) to enable engagement and support delivery of both programmes.

You will be joining Powys Council's Economic & Climate team reporting into the Service Manager

This role will involve delivering advice to the Strategic Lead at Powys Council and River Severn Partnership members. The role's key objective is to advance and deliver outputs for the Severn Valley Water Management Scheme and environmental work of the Marches Forward Partnership.

The Severn Valley Water Management Scheme is an ambitious project developing innovative, holistic approaches to sustainable water management across the upper River Severn catchment. The approach focuses on how the natural landscape, and natural processes, may be used to contribute to community resilience and improved wellbeing in the face of climate change and future flood risk.

Flood risk on the River Severn is not an issue that observes the border. Communities and infrastructure in England and Wales need a coherent approach to the management of water. For that to be successful it is essential that a joint approach between English and Welsh authorities is enabled and supported. The SVWMS seeks to provide such an integrated approach to catchment management which Shropshire Council and Powys County Council can support through the newly formed cross border collaboration, the Marches Forward Partnership.

The Marches Forward Partnership already recognises the unique environmental assets and future management needs across the Marches area and has an established priority to drive work across the Marches as a leader in Green Growth. Work is therefore already underway to look at cross border policy, funding and governance mechanisms to support environment management. The focus around SVWMS provides a strategic scale project to pilot and take this thinking forward. Hosting the local authority input within the Marches Forward Partnership will also aid Powys Council to work with neighbouring local authorities in maximising efficiencies and benefits through a joined up and coordinated approach to land, nature and water between England and Wales.

About you:

You will have a proven track record and ability to network and build effective relationships within and across organisations and with partners on a local, regional and Wales/England basis. A deep understanding of the complexities such a project crossing borders and delivering recommendations to the appropriate statutory bodies.

You will have well-developed organisational and project management expertise

including financial management, understanding of key legislation, knowledge of green economies and the potential opportunities through wide scale habitat management.

What you will do:

The programme of work focuses on flood risk management and the development of the Severn Valley Water Management Scheme and associated wider environmental work of the Marches Forward Partnership. You will provide coordination and engagement support as part of a joint project team comprising Powys and Shropshire Local Authorities, Natural Resources Wales and the Environment Agency.

Working with partner organisations, you will lead on activity for Powys and Shropshire, supporting the cross border local authority input into the project.

The local authority input into the project will be hosted by Powys and Shropshire under the joint working framework of the Marches Forward Partnership to support the cross-border engagement between England and Wales.

You will focus on driving forward delivery and learning, including alignment to the Government funded Innovation Region, involving the use of advanced wireless technology for example across the River Severn Partnership area.
