What's involved with this role: Job Title: Planning Policy Team Manager Ref: NW Leicestershire 5279893 Pay rate: £28.83 to £29.99 per hour PAYE Role length: Anticipated 3 months Working arrangements: Hybrid – minimum of 2 days per week in the office. Attendance will also be required in person at evening Local Plan Committee meetings and member briefings Additional requirement: Driving Licence The role: We are looking for a Planning Policy Team Manager to progress the emerging Local Plan to Regulation 19, to support the Planning Policy team with local plan evidence preparation, and to keep the Planning Policy portfolio member updated on progress on the Local Plan. You will need to have previous experience, knowledge and understanding in the effective preparation of development plans and associated planning documents; local plan, neighbourhood plan and S106 agreements, experience of progressing the emerging the Local Plan to Regulation 19 and experience of effective Member (Councillor) engagement and community consultation. Key responsibilities: To provide effective leadership in respect of the work of the Planning Policy and Land Charges team, including the monitoring of S106 Agreements and the Council’s support for the preparation of and response to Neighbourhood Plans To lead and project manage the preparation of the Local Plan and other planning policy documents in accordance with the Council’s Local Development Scheme and having regard to national planning policies and guidance To lead the preparation and presentation of the Council’s evidence at the Local Plan Examination To liaise with, and provide input to, joint working with other Leicestershire authorities in respect of the Strategic Growth Plan and associated policy documents To present reports to the Council’s Local Plan Committee in respect of the Local Plan and associated policy documents To effectively manage financial and other resources necessary to deliver the services, including preparing and overseeing budgets for the preparation of the Local Plan and delivering the Land Charges service. To oversee the appointment of and project manage consultants to assist the Council with the preparation of the Local Plan To liaise with and advise members in respect of the preparation of the Local Plan and associated policy documents To ensure that S106 agreements are monitored and contributions received and utilised in accordance with the terms of the S106 agreements What the client is looking for: Demonstrable experience of effective Member (Councillor) engagement and community consultation Demonstrable knowledge and understanding of and, demonstrable experience in the effective preparation of development plans and associated planning documents; local plan, neighbourhood plan and S106 agreements Effective influencing and negotiation skills and evidence of their use to achieve successful outcomes Previous experience of progressing the emerging Local Plan to Regulation 19 Effective leadership skills Excellent communication skills How to Apply: Quote the Job Title and Reference Number in your application.
