Job Overview The Directorate General Manager is responsible for strategic, operational and performance management, service quality and planning, resource use and modernisation in the Site with the particular requirement to deliver waiting time Targets. This will require well developed extensive knowledge and experience across a diverse range of managerial and clinical areas including estates, human resources, finance, governance, clinical/other service delivery. Main duties of the job The Directorate General Manager is a key member of the Hospital Management Team and as such will participate in and contribute to the corporate planning and performance management arrangements of the Hospital Site by leading on their operational area of work. There is particular emphasis on improving patient care, experience and service standards and increasing efficiency. To facilitate this there is a need to working closely with the Area structures to manage the interface between primary, community and secondary care. The Directorate General Manager will operate with significant autonomy and is responsible for the identification and translation of health service policy and strategy, embedding this within a performance management framework for the Hospital. The Directorate General Manager will manage staff on the Site in relation to the delivery of operational, financial, performance and activity targets. The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply. Detailed Job Description And Main Responsibilities Operational Management/General Accountable for the delivery of the Hospital Site’s multiple clinical, professional and other services, in accordance with Health Board governance arrangements, and statutory compliance requirements. Responsible for the efficient management of the Hospital Site, ensuring timely and appropriate decisions to deliver quality patient care within the resources available. Work closely with the Hospital Site’s lead professional managers and consultant medical staff in ensuring that their individual operational plans are consistent with corporate objectives and priorities and ensure that individual priorities are determined within the Directorate. Develop and operate performance management systems for the effective and efficient use of resources in accordance with Health Board policy. To interpret National policies such as Patient Access, National Service Frameworks and Clinical Governance Standards. In order to translate into deliverable action plans and to influence and propose changes to local Health Board policies. Ensure effective and timely communication with all staff throughout the Directorate and between Directorate s. Setting and encouraging the achievement of standards of excellence in managerial practice and leading the promotion of a management ethos in which high standards of performance and quality care are the 'norm'. Promoting a culture within the Directorate, which is underpinned by open-communication and team working across disciplines'. Responsible for delivery of major organisational and service delivery change across operational, professional and/or organisational boundaries, to include workforce rationalisation and conflict resolution in order to promote staff acceptance and understanding. Planning Actively influence the development of the Health Board and WG's strategic and operational plans and priorities. To ensure that service developments are anticipated and planned in line with the Health Board’s strategic direction and process. This includes the development of longer term changes that impact across the Hospital Site. Ensure the development of an annual Directorate Business Plan in accordance with National and local guidance, which reflects/supports National and local plans and objectives that provides modern 'designed' patient care responsive to the needs of service users. Responsible for the Directorate’s 5-year rolling capital planning process, ensuring that capital assets are managed effectively. Working in accordance with the Health Board’s Operational Plan; Capital Framework; National Collaborative and Together for Health. Prepare business cases to support long term strategic service changes/developments in accordance with National and local guidance e.g. National Service Framework, Cancer Plan, and business cases to Welsh Assembly Government for long term service change and reconfiguration including major capital developments. Planning and implementing operational arrangements for achieving Hospital targets in relation to standards and quality of care and activity. Support the Commissioning Team in the production and agreement of Service Contracts and capacity planning profiles with commissioners. Lead discussions/negotiations with commissioners in respect to the strategic development/change of service specific areas. Devise and implement objectives for each clinical area, sub speciality and provide performance management support to monitor achievement and respond to the Hospital Performance Review. Input as required into National Committees and debates to develop Welsh Strategy. Commission, sponsor and participate in audit and research (clinical and non-clinical) which enhances service delivery and service reconfiguration. Ensure that the Directorate develops and delivers a rolling audit programme as part of the clinical effectiveness agenda. Person specification Qualifications And/or Knowledge Essential criteria Post Graduate Degree in relevant subject Evidence of ongoing Professional/Managerial Development Managerial Qualification Professional / Managerial development in relevant area to masters equivalent Desirable criteria Masters in management or equivalent. Experience Essential criteria Project management experience Experience of implementing innovations and managing change within clinical environments – multi site Substantial experience of operating effectively at a senior level within the organisation. Experience of clinical audit and implementation of actions Experience of multi professional working at a senior level / working effectively with other stakeholders Substantial budget management service Operational management experience Desirable criteria Experience in unscheduled care and scheduled care Aptitude And Abilities Essential criteria The post holder will be highly skilled at communicating orally and in writing at all levels. Process Leadership qualities Ability to think laterally, prioritise effectively, analyse and solve complex problems. Work to deadlines A high level of people management/interpersonal skills is essential. Able to negotiate tactfully/ assertively – working within sensitive areas. Proficient in conflict resolution Proficient in Microsoft Office/Professional/Internet Effective influencing skills Effective educator with recent evidence of training/ teaching others in a formal setting.
