Job Summary

An exciting opportunity has arisen to take a lead role in the development of the Peninsula Pathology Network across Devon, Cornwall, and the Isles of Scilly. This role involves working closely with the Network Team, four acute Trust laboratories, and staff within their organizations. The successful applicant will build on existing work to deliver a clinically effective and sustainable pathology service, supporting the Clinical Effectiveness Group and the Pathology Operational Delivery Group with programme management.

This role will oversee governance of network-wide projects to deliver sustainable benefits and will report to David Gibbs, Pathology Network Director.

Main Duties

1. Project management support for the Peninsula Network Director.
2. Operational and strategic management of Peninsula Pathology Network projects.
3. Leadership and management of project support for the Network.
4. Leadership and project management for special peninsula-wide projects as designated by the Network Director.

Note: Preference will be given to internal Trust staff, including 'Priority' and 'At Risk' NHS staff in Devon, with relevant recent experience as per the Person Specification.

Job Responsibilities

Organisation and Planning:

* Produce a work programme with the Network Director, leading project delivery based on national, regional, and local priorities.
* Develop and maintain effective network structures and groups, engaging multi-professional teams and stakeholders.
* Deliver effective pathology workflows through clinical collaboration.
* Adopt a whole-system approach to service provision, ensuring safe, sustainable services across the patient pathway.
* Lead and develop Value Improvement schemes in collaboration with NHS England.
* Enhance multi-professional engagement to improve pathways of care.
* Develop consistent provider guidance aligned with national standards.
* Manage network risks and influence mitigation strategies.
* Focus on equity, quality, and productivity, utilizing benchmarking and audits to drive improvements.
* Lead the implementation of national policies and best practices across the network.
* Support capacity planning, activity monitoring, and forecasting in collaboration with data and commissioning teams.
* Plan and execute network meetings and events.
* Lead stakeholders across the network, including providers, commissioners, patient groups, and third sector partners.
* Manage the network team, ensuring performance and accountability.
* Operate within a political and sensitive environment.
* Hold matrix management responsibility for network admin/coordinators.
* Foster a culture of collaboration and cross-boundary working.
* Engage with Lead Commissioners, System Transformation Leads, Clinical Networks, and other strategic partners.
* Establish and maintain links with Clinical Reference Groups, voluntary organizations, and stakeholders.
* Support relationships with Health Education England and Public Health England.


Person Specification


Knowledge & Experience (Essential)

* Healthcare management training or equivalent senior management experience.
* Significant change management experience at service or organizational level.
* Experience working across organizational boundaries or within networks.


Desirable

* Experience within pathology.


Qualifications (Essential)

* Masters level education or equivalent senior experience.
* Continued professional development.


Desirable

* Project or programme management qualification.


Aptitudes & Abilities (Essential)

* Understanding of current healthcare policy and its implications.
* Motivational and influential skills.
* Ability to develop service proposals and business cases.
