Position Overview
Operations Manager (Non‑Clinical) – part‑time, 26.25 hours per week. Salary £38,000 to £45,000 WTE, depending on experience. The role is based at 10 Tithebarn Street, Upholland with regular travel across West Lancashire. Reports to the Chief Officer.
Responsibilities
* Act as a role model for OWLS values and provide strong operational leadership across Core Services (Enhanced Access, Social Prescribing, Population Health and the Training Hub).
* Attend management and governance meetings, providing data, risk and performance information.
* Manage workforce systems – recruitment, induction and retention for Access Services.
* Oversee and report on service delivery metrics, KPI cycles and audit processes.
* Lead contract, relationship and financial management, ensuring compliance with key performance indicators and budgets.
* Maintain relationships with PCNs and act as the primary customer contact.
* Support the implementation of safeguarding, complaints handling and Health & Safety compliance.
* Lead investigations, develop service improvements and submit compliance reports to the Management Team/Board.
* Develop and maintain operational systems and procedures to meet regulatory and contractual requirements.
Experience
* Managing multidisciplinary teams and line management, including performance, appraisal and disciplinary procedures.
* Working in a healthcare setting – NHS or general practice experience preferred.
* Service, client and contract management, with budgeting and customer relations.
* Experience with health and safety requirements, particularly within small businesses.
* Experience of investigations and service quality improvement.
* Working with the general public and chairing meetings.
* Successfully developing and implementing projects.
Qualifications
* Degree level education or equivalent significant experience.
* Leadership and/or management qualification or considerable equivalent experience.
Knowledge & Skills
* Excellent written, oral and presentation communication.
* Proven leadership capabilities.
* Comprehensive knowledge of CQC regulatory and compliance requirements.
* Competent use of MS Office and Outlook; ability to analyse and interpret data.
* Financial literacy, budgeting and resource optimisation skills.
* Strong delegating, prioritising and time‑management abilities.
* Problem‑solving and change‑management skills.
* Understanding of Safeguarding for adults and children.
* Clinical system IT skills (e.g., EMIS) and data extraction.
* Cooperative, resilient, and capable of building relationships across diverse communities.
