Overview
We are seeking an experienced and strategic Head of Revenues to lead the delivery, transformation, and performance of Council Tax and Business Rates (NDR) services for a forward-thinking local authority.
This is a key leadership role within the Revenues and Benefits function, responsible for driving high-quality, compliant, and customer-focused service delivery, while maximising collection rates and advancing digital and operational efficiencies.
Key Responsibilities
* Provide strategic leadership across Council Tax, Business Rates, and Inspections services, ensuring full compliance with legislation and alignment with corporate priorities.
* Act as the Council’s lead specialist on Revenues, advising senior stakeholders, elected members, and MPs on complex issues and policy.
* Drive service performance and income maximisation, including growth of the tax base and accuracy of the rating list through proactive identification of new properties.
* Lead and develop a high-performing team (7 direct reports), embedding a culture of accountability, continuous improvement, and strong performance management.
* Oversee billing, collection, and recovery, ensuring effective use of enforcement, partnerships (e.g. VOA, enforcement agents), and delegated authority.
* Ensure accurate and timely statutory reporting and close collaboration with Finance colleagues on returns and financial planning.
* Lead on the implementation of Business Rates revaluations, ensuring alignment with VOA data and government requirements.
* Take ownership of budget management, ensuring resources are effectively deployed to deliver value for money.
* Play a key role in transformation and digital innovation, improving processes, reducing duplication, and enhancing customer experience.
* Deputise for the Assistant Director of Revenues and Benefits, contributing to ELT reporting and strategic decision-making.

You will be a credible and influential leader with deep technical expertise and a track record of delivering high-performing Revenues services within local government.
Essential Experience & Skills
* Significant senior leadership experience within Council Tax and Business Rates
* Proven ability to lead, manage, and improve team performance, including addressing underperformance
* Strong technical knowledge of Revenues legislation and best practice
* Experience of driving transformation, change, and service improvement
* Ability to provide risk-based, commercially aware advice to senior stakeholders
* Excellent communication and influencing skills, with experience engaging elected members and senior leaders
Desirable
* IRRV qualification (Level 7 or equivalent)
* Degree-level education or equivalent experience
* Postgraduate management and/or project management qualification
