My client is a refinery located on the east coast of England in North Lincolnshire, United Kingdom. The Humber facility includes crude distilling, naphtha reforming, fluid catalytic cracking, hydrodesulfurization, thermal cracking, and delayed coking units. It has two coking units with associated calcining plants, being the only coking refinery in the UK and a producer of high-quality specialty graphite and anode-grade petroleum cokes. The refinery also produces a high percentage of transportation fuels. Light oils produced are mainly distributed within the UK via pipeline, railcar, and truck, with other refined products exported globally.
They are seeking a skilled and experienced Project Quantity Surveyor and Cost Engineer to join their team on a temporary basis initially for 24 months, with potential for extension. The role reports to the Project Manager within their Project Group.
THE ROLE:
* Liaise with construction and procurement teams in managing contracts.
* Develop and amend 'Schedule of Rates' for construction contracts.
* Implement processes to measure, value, and certify construction works.
* Coordinate with third-party contractors to resolve cost issues.
* Negotiate and resolve contract claims and variations.
* Advise on optimal measurement and compensation methods.
* Assist in cost monitoring and forecasting.
* Manage site instructions and variation orders.
* Impact the refinery's capital budget through contract control.
* Experience in Civils and Piping QS measurement required.
Standard working hours are 08:00 - 16:30, with flexible patterns available under the company's policy.
THE CANDIDATE:
* Qualified and certified Quantity Surveyor.
* Knowledge of contracts and analytical skills.
* Ability to evaluate options rationally.
* Strong communication skills, both written and oral.
* Focus on continuous improvement.
* Understanding of procurement and accounting policies.
* High ethical standards.
* Knowledge of the ecosys system is advantageous but not essential.
