This Programme Manager will report to the Client Delivery Manager and will work within UKPN Services based in our Chatham office. You will be a permanent employee.
You will attract a salary of £89,786 plus car and a bonus of 3%.

Job Purpose:
Manage an experienced project delivery team to deliver major programmes of work for UKPN Services.
You will ensure the safe, compliant, prompt and commercially effective delivery within your defined programme of work between Gate A (inception) and Gate D (Handover).
You will be accountable for the Discharge of all Construction Design Management (CDM) obligations for projects to support the nominated Contractors Representative with strategic role in delivery of programmes of work for the Client.
To ensure all works are planned and implemented in a safe, considered and environmentally responsible manner to time, cost and quality, following the governance applicable company standards, current legislation and procedures.
Be client-facing and provide a professional, first class programme management service to our Clients and Project specific Senior Management team.
You will be in a senior role and visibility throughout the working week is required. You will be visible throughout the week and attend several UKPNS office locations, customer offices and construction sites.
We ask that you have experience in stakeholder management i.e. Bidding, Design, Commercial, Asset Management, Operations and Delivery.

Principal Accountabilities:
10. You will develop and implement Project and Programme Execution Plans through the scoping, development and delivery of the projects.
11. You will manage all interfaces within UKPNS and the wider business. You will ensure resources are in place and aligned in the requirement to meet the main milestones, monitor development progress, manage performance.
12. Provide regular reports to the Client Delivery Manager and through to the Head of Client Delivery.
13. Manage a team in the Design, Construction, setting to work, monitoring, data analysis, budget control, change control and progress reporting to agreed timescales.
14. Ensure the necessary teams are established to manage project change, risks and contingency within the project life cycle and authorising as budget holder the appropriate approvals before implementation.
15. Provide a safe working environment in the execution of work directly under the post holder's responsibility, including development of safe systems of work, project safety plans, work package plans, safety briefings and other associated documentation.
16. Lead in the establishment of a safe working environment in the execution of managed work.
17. Ensure rigorous cost control measures are in place and authorise or delegate change management and risk management to experienced staff within the project life cycle.
18. Ensure validation and verification of information and important issues to all within the project team and to the Client promptly.
19. Establish a good working relationship and collaborative approach with Clients, and internal/ external partners. Manage the delivery of Clients requirements in a safe and considered manner demonstrating value for money.
20. Identify, mitigate and manage risk.
21. Ensure good Supply Chain Management
22. Manage the acquisition and deployment of resources for the project to ensure best resource allocation for the project.
23. Manage the establishment of the initial project baseline to provide measurement and control. The baseline will encompass; project documentation; main deliverables; delivery strategy; Resource requirements; outputs / measures; risks; dates and cost information.
24. Obligations for CDM compliance and UKPNS safe systems of work
25. The packaging and procurement strategies including best design and commercial practice.
26. Use of lessons learned to remove and reduce safety risks to manageable levels.
27. Undertake regular planned and unplanned safety inspections of the site when work is underway and ensuring regulations relating to health safety and the environment (HSE) are in place and adhered.
28. Hold Project Managers and other support disciplines accountable on all projects for all aspects of delivery of their projects including time, cost, quality, health & safety and environmental performance.
29. Ensure Project quality plans are developed - reviewing of and ensuring accuracy of high-level deliverables across projects – Programme milestones.
30. Ensure all Project Managers reports are accurate and reflect current and predicted performance to allow the programme report to be compiled.
Experience:
31. Experience managing large and complex projects under CDM .
32. Experience of Project delivery across several sectors such as Construction Power sectors
33. Communicate with partners, UKPNS project teams and sub-contractors.
34. Team leader
35. Commercial and financial understanding and experience.
36. An understanding of the commercial aspects of project control and the forms of contract conditions
37. A people's person who can lead and set targets and carry out Performance reviews.
38. Practitioner level skills in the application of planning and scheduling construction programmes and associated commissioning
39. Practitioner level skills of Risk Management techniques
40. Understanding of construction management best practice
Qualifications
41. A formal qualification in Project / Programme Management or equivalent degree in Electrical or Civil Engineering.
42. Practitioner level experience in the management and administration of NEC and other standard forms of construction Contracts
43. A safety qualification such as IOSH or NEBOSH.
44. Prince2 or equivalent
45. Membership of the Association for Project Management or other professional body
Nature and Scope:
46. UKPNS in the unregulated contracting arm of UK Power Networks. The delivery teams deliver Customer funded projects.
47. The role of Programme Manager within the team is more biased towards Project and Programme Management rather than operational skills although operational experience would be advantageous to the role.
48. You will lead within a matrix structured diverse, multi-contract project team, and provide the necessary direction, targets and project milestones to ensure good use of resources.
49. You will ensure that important functions of the project and programme delivery are in place. These include scopes of work, procurement processes, capital approval, resource planning (materials and people), project delivery, reporting and review.
50. You will deliver high value and complex projects and several lower value related projects.
51. The position is full time, 5 days a week.
