Programme Manager (LGR) Tendring Permanent, Full Time £51,356 - £58,990 Location: Tendring Closing Date:19/04/2026 Essex Shared Services are delighted to be advertising the role of Programme Manager (LGR) on behalf of Tendring District Council. Tendring District Council is looking for a confident leader with senior‑level programme or project management experience, excellent communication and stakeholder‑management skills, and the ability to deliver high‑quality outcomes in a complex, fast‑moving environment. This is a unique opportunity to play a key role, with partners, in shaping the future of vital local government services to the residents of North East Essex. We are seeking an experienced Programme Manager to lead and co-ordinate our part of Local Government Reorganisation under the UK Government's Priority Programme. You will oversee all workstreams, ensure strong governance and risk management, provide clear advice to senior leaders, and work with partners to support a smooth transition to new local government structures. Main Purpose of the Role This role acts as Tendring District Council's lead manager for the programme delivering Local Government Reorganisation (LGR) and devolution affecting the district. The postholder will develop, refine and update the programme in line with organisational requirements. They will provide oversight, governance and accountability for all programme activities, including developing business readiness plans, monitoring business cases and project resources, collating and analysing data, and identifying and managing risks and issues to ensure planned business benefits are achieved. The postholder will work closely with the Council's Senior Leadership to support the transition from the current local government arrangements in this part of Essex to those that will apply as a result of LGR and related Government decisions. Principal Activities To manage and co-ordinate all LGR and devolution workstream activity including monitoring overall performance against targets, quality control, procurement, budgetary control, contract delivery, robust governance, administrative and ICT development; maintaining confidence during transition. To provide up to date advice to Members and senior officers of the Council within the remit of LGR workstreams, to support operational efficiencies and culture change. This will include ensuring pro-active accurate information is available to them on the progress of the LGR and devolution programme and responding to information requests from them from time to time on elements of that progress. To oversee risk, issue and opportunity management as part of the LGR programme, including those that are strategic and politically sensitive, ensuring mitigations and business cases are in place and resolved through negotiated agreement with relevant parties. Within this, the post holder will alert the senior leadership of the Council to significant risks/issues that remain unresolved. To prepare and present reports to Council, Cabinet, Committees and Management Team ensuring a high standard of written and oral presentation. Liaising with the Leader, relevant Portfolio Holder(s) and Committee Chairs as appropriate, and a wide range of external organisations relevant to the work of the LGR and devolution programme. To provide a point of contact for, and proactively engaging with, senior managers of individual workstreams and external contacts, in the context of Local Government Reorganisation. To represent the Council with external organisations and partners in respect of this Council's LGR Programme, as above. Actively participating in workstreams with other representatives of Councils etc, who are coming together with Tendring in new local government structures. Working collaboratively with colleagues while representing the Council's priorities, making sure the organisation navigates the transition effectively. To be responsible for budget management including contract delivery, whilst managing all associated physical resources as allocated. To undertake effective recruitment and selection and ensure retention of staff. To provide leadership and management to staff across learning and development, appraisal, discipline and absence including addressing individual poor performance and fostering effective teamwork. Organising or otherwise participating in project managing work groups if required. Attending the internal working parties and meetings as required to represent the LGR programme management. Such other duties as may be required by the Council from time to time. CORPORATE RESPONSIBILITIES Must achieve good performance on relevant performance indicators both local and statutory and ensure that all employees understand the aims and objectives of the service and are able to maximise potential and achievement. Must ensure that employees can relate their work to the Council's overall corporate strategy and priorities. You are required to adhere to the Council's HR and ICT policies, procedures and schemes, including E Mail, Internet, Intranet, IT Monitoring, ICT Security, Records Management and Retention as well as financial and contract regulations, delegated powers, the Data Protection Act and the Freedom of Information Act. Must maintain high quality corporate and service standards and best practice as required. CONDITIONS You will be required to attend evening meetings, work all reasonable hours to ensure deadlines are met and attend out-of-hours emergencies from time to time. You must keep up to date with and implement any changes insofar as they apply to your role be they new or amended legal requirements, internal and external policies or any Council or delegated decisions. You will be required to be able to drive and to have access to a car for work purposes.
