Overview

The Mental Health, Learning Disabilities and Autism (MHLDA) programme is looking for a Band 8b Section 117 Broker to join its dynamic team as an internal secondment or fixed-term opportunity for 3 months, with a possibility of extension. We will consider part-time applications for 2-3 days per week.

This is a unique opportunity to lead a programme of targeted reviews that will improve outcomes for patients, deliver better value for money, and strengthen joint commissioning across health and social care.

Your expertise will support a newly established financial recovery workstream focused on Section 117 aftercare. This includes working with place teams to review high-cost and long-term care packages, resolve delayed discharges, and support consistent, person-centred decision-making across North East London.


Responsibilities

* Lead and deliver a focused programme of reviews of Section 117 aftercare packages for adults with mental health conditions, learning disabilities and autism. Working across North East London, the Broker will:
* Conduct structured desktop reviews of long-term, high-cost care packages identified by Place Leads
* Review documentation, risk assessments, provider reports and care plans to identify opportunities for discharge, step-down or package redesign
* Provide expert input into place-based Section 117 review panels and escalate cases for multi-agency review where needed
* Engage with clinicians, social care teams and providers to clarify needs, unblock discharge delays and challenge outdated or disproportionate care arrangements
* Apply consistent commissioning judgement in line with national guidance and Mental Health Act duties
* Promote the principle of least restrictive care and ensure aftercare remains person-centred and legally compliant
* Support the development of standardised review tools, guidance and documentation to enable consistent practice across boroughs
* Liaise with finance, CHC, contracts and local authority colleagues to ensure decisions are deliverable and aligned with funding arrangements

You will be part of a small but high-performing team within the MHLDA programme and will play a key role in improving quality, equity and financial sustainability across Section 117 provision.

Qualifications and experience

Education / Qualifications

* Essential: Evidence of continued professional development relevant to the role
* Desirable: Registered Nurse with the Nursing and Midwifery Council (NMC) or other recognised approved body, for example, HCPC, Social Care England and/or educated to degree level in relevant subject or equivalent level qualification
* Post-graduate degree or equivalent knowledge and experience

Experience

* Essential: Able to provide and receive complex, sensitive or contentious information, negotiate with stakeholders on difficult and controversial issues, and present complex and sensitive information
* Essential: Experience working in a healthcare environment, ideally within mental health, learning disabilities or commissioning settings
* Essential: Strong experience in drafting clear and concise briefings, reports and professional correspondence for a range of audiences
* Essential: Experience in risk identification, mitigation planning, and reporting to senior stakeholders
* Essential: Capable of managing own workload and making informed decisions in the absence of required information, working to tight and often changing timescales
* Essential: Capability to act upon incomplete information, using experience to make inferences and decision making
* Essential: Able to provide and receive complex, sensitive or contentious information, negotiate with stakeholders on difficult and controversial issues, and present complex and sensitive information

Knowledge

* Essential: Demonstrated knowledge and understanding of Section 117 of the Mental Health Act, including application of aftercare eligibility criteria, funding responsibilities, care package design and review processes. Familiarity with multi-agency panels, complex placements, clinical review protocols, brokerage, commissioning governance, and financial oversight. Understanding of relevant legal frameworks, data requirements, and quality assurance processes underpinning statutory S117 aftercare delivery.
* Essential: Good understanding of the structure and functions of the public sector, particularly the NHS and local government
* Essential: Ability to demonstrate knowledge and understanding of equality of opportunity and diversity
