Job Overview
HMRC’s Chief Digital Information Office (CDIO) has recently reorganised its operating model into teams focused on developing products within the Chief Digital Product Office (CDPO) and developing platforms within the Chief Engineering and Platforms Office (CEPO). The goal for the CDPO is to become a product-led organisation that builds and operates high-quality products for tax administration.
A key aspect of this reorganisation involves developing product management practices across HMRC, led by a Head of Product Management. We are seeking a Practice Manager for Product Management to support this initiative.
Role Summary
The Practice Manager should be an experienced product manager interested in enhancing organisational product management capabilities. They should be a thought leader passionate about enabling product teams to excel, establishing best practices, and scaling these practices across multiple teams. The role involves supporting product teams by tracking community engagement, access to tools, learning resources, and influencing senior stakeholders to adopt effective product management methodologies.
Key Responsibilities
1. Promote and implement best practices in product management across HMRC. Assist the practice owner in understanding current team operations, identifying constraints, and developing tailored plans for adopting best practices.
2. Maintain a community of practice for Product Managers. Keep an updated register, monitor learning and development, and manage relationships with suppliers to ensure access to necessary tools and resources.
3. Create guidance and support for setting up or optimizing product teams. Act as an internal thought leader and advocate for best practices.
4. Coach product teams on product management skills. Iterate HMRC’s learning journey, facilitate workshops, and collect feedback for continuous improvement.
5. Track and improve product management maturity. Support teams in owning product strategies, delivering effectively, and iterating products in agile, lean, and user-centered ways.
6. Influence stakeholders across HMRC. Support adoption of product management practices and facilitate internal governance for process embedding.
Person Specification
Essential Criteria:
* Proven leadership and stakeholder engagement skills, inspiring teams and securing buy-in.
* Deep understanding of Product Management, with hands-on experience leading digital product development.
* Familiarity with ITIL 4 and related frameworks.
* Excellent communication skills, capable of tailoring messages to diverse audiences.
* Experience managing relationships with senior stakeholders and peers to align on strategies.
* Ability to foster community and ownership among Product Managers.
* Experience in managing training programs and organizing community development initiatives.
* Strong organizational skills for managing a community of 300+ product managers.
* Experience managing budgets and suppliers to maximize resource value.
