Purpose of Role: Responsible for providing on the ground day to day professional technical advice, monitoring and support services for all aspects of Health & Safety and Environmental management across all Coastal and Traditional portfolio operational activities. To monitor adoption of HSSEW policies and ensure effective implementation. To work with our Coastal and Traditional portfolio teams (both internally and externally) to identify and implement new innovation and approaches to drive forward our aspirational strategy for health and safety. To communicate and enable TCE's ambitions and requirements in relation to physical security and wellbeing. To work with the rest of the HSSEW team to ensure clear requirements are in place, are relevant and adopted are by the SBU.

Main accountabilities:

* Delivery of high quality business technical and legal advice and support to the Coastal and Traditional portfolios with a tangible focus on enabling the delivery of the Safety First strategy;
* Commitment to the delivery of the Safety Forsr strategy for The Crown Estate and influence change successfully to deliver objectives;
* Engage and manage specialist support (internal or external) to support the SBU as required;
* Ensure HSEW risks are identified relevant to the SBU and these are captured and reported and work with SBU management team to mitigate risks;
* Ensure regular reporting on HSEW metrics including reporting of any ongoing risks without effective mitigations or emerging risks;
* Review SBU safe systems of work in partnership with SBU and technical support to ensure they are effective and in line with our enterprise HSEW policy frameworks;
* Ensure deep understanding of HSEW policy frameworks and support to SBU to help ensure compliance;
* Provide input to enterprise HSEW strategy and policy frameworks;
* Ensure unsafe work is halted until effective mitigation measures are in place;
* Build strong relationships with external stakeholders (managing agents), support competency assessments and procurement processes to ensure HSEW is considered and monitored at every stage;
* Effective management of audit process including tight follow up of identified issues and risks;
* Capture corporate wellbeing requirements and work with Wellbeing lead to tailor to the relevant SBU internally and externally;
* Monitor overall SBU HSSEW performance, drive continuous improvement and highlight any concerns, trends to those accountable for HSE in the SBU;
* Monitor H&S training completion internally and externally and overall competency levels in the SBU and managing agents;
* Design training internally and ensure oversight of external training delivery to ensure requirements are met with the HSSEW Training Lead;
* Escalate incidents and accidents to those accountable in the SBU and the Senior Safety First Manager immediately;
* Ensure thorough accident/incident investigation is completed in line with HSSEW policy and monitor and report on agreed actions arising;
* Support knowledge share across all Coastal & Traditional customers and complete effective investigation of incidents including root cause analysis;
* Act as the key contact for customers in relation to H&S external and enforcing bodies on behalf of the SBU and proactively seek strong relationships with them;
* Complete external reporting / notifications on behalf of the SBU as required

Most important skills based requirements:

* Extensive experience in health, safety and environmental management, overseeing all relevant health and safety activities;
* CMIOSH / Nebosh Diploma or equivalent;
* IEMA qualification in Environmental Management desirable;
* Experience in the coastal, marine, rural estate and/or real estate industry is essential;
* Demonstrable experience of advising on the development, implementation and maintenance of a health and safety management system including strategy, policy and programmes in a changing environment;
* Detailed knowledge of current UK health and safety legislation, including CDM and occupational health and safety;
* Experience in management systems auditing and risk management;
* An awareness of HSE investigations and procedures in relation to enforcement (improvement notices and prohibition orders);
* Experience of delivering elements of projects and programmes of change;
* High level of influencing skills to support culture change (internally and externally);
* Exemplary relationship building skills and ability to influence internally and externally to influence outcomes;
* A highly motivated team player with strong delivery capability who can also work independently to deliver goals and objectives;
* Given the nature of the role a willingness to travel regularly to our Coastal assets and Traditional portfolio is essential.
