York is a growing city, so we are seeking to recruit a Development Control Officer to the Highways Development Control team.

About The Team
The Highways Development Control team within City of York Council is excited to be recruiting to this key role to add to a well-established and dynamic team. Our team's hybrid working arrangements work well for our employee's work/life balance whilst still utilising our two main offices (West Offices & Hazel Court) to come together and collaborate face to face along with on-site client visits as and when required.

The Highway Development Control team, as a statutory consultee to planning applications for residential and commercial development, provides consistent high-quality comments pertaining to transport and safety impacts of an extensive range of development proposals on the highway.

What You'll Do
Assess the impacts of new development
You will assist the Principal Development Control Engineer (Planning) and the Development Control; Engineer (Major Sites) with the assessment of the highway and transport implications proposed new developments in the city.

Secure development mitigation measures
You will assist the Principal Development Control Engineer (Planning) and the Development Control; Engineer (Major Sites) with securing appropriate new or modified infrastructure together with associated mitigation measures to make new developments acceptable to the Highway Authority.

Problem solving
You will negotiate with developers to secure changes or improvements to the highway design or other measures to mitigate any adverse impacts of proposed new developmernt.

You Will Need
A qualification to a minimum level of HNC within the field of Transport Planning/Highway Development Control/Traffic Engineering or be able to demonstrate equivalent experience.

A proven level of knowledge and experience in a transport planning, highway and traffic engineering environment where regular contact with the public and developers has been a feature.

Demonstrable experience in the preparation and/or evaluation and audit of detailed transport- related documents including Transport Assessments, Travel Plans, Road Safety Audits and Legal Agreements associated with the planning and development process.

Demonstrable experience in the development of policies, guidance and working practices to generate an awareness and implementation of sustainable development.

Other Qualities You Should Have
The ability to apply sound engineering principles to reach agreement through negotiation and persuasion changes considered necessary in highway development proposals.

A Good knowledge of highway law and legislation related to development matters; forms of legal agreements; use of planning conditions; securing funding for highway works.

Be self-motivated and self-reliant and able to work in multi-discplinary environment.

As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
