HR & Payroll Quality Compliance Manager
Location: Manchester, UK
Hybrid Working: 2 Days in the Office, 3 Days WFH

Role Purpose:
The HR & Payroll Quality and Compliance Manager will develop, implement and manage quality assurance and risk management to ensure a compliant HR & Payroll service according to the (local) legislation and with the highest standards of quality across EMEA countries (UK, Spain, France, Belgium, Netherlands, Germany, Italy not exhaustive).
In Addition, you will Provide proactive management of compliance changes and identifying improvements to the Risk and Control framework to deliver an accurate and on time HR & Payroll service to approx. 4,000 employees across 17 sites across within EMEA
Key responsibilities:
* To ensure compliance with all statutory requirements, financial regulations or any other instructions.
* Identify and implement changes to ensure that the payroll service is compliant, to current legislation, financial regulations, company policy and Labour Agreements (CBA)
* Proactively monitor compliance changes in respective countries and provide compliance updates to HR Services teams, stakeholders and create/deliver communication plan to update impacted parties
* Whilst ensuring compliance an management of risk to always have the workforce experience at the heart of processes
* Ensure deadlines are met for statutory returns and payments.
* Continuous improvement of payroll related processes & controls including business continuity plans, approaches to delivering a modern payroll function, simplification of legacy approaches.
* Work closely with finance colleagues for monthly and period payroll-related activities including reconciliations, maintenance of control accounts.
* Leading audits that impact HR Services with support from wider team
* Take ownership of complex and technical issues and queries related to compliance and risk control.
* Advise the team and wider stakeholders on options and risks for a range of business decisions from a compliance and risk capacity perspective related to change.
* Cultivate relationships with internal and external stakeholders.
* To gather, analyse and provide the relevant details in support of performance indicators and targets as and when required i.e. payroll performance quality and accuracy
Key requirements:
* Ideally have a CIPP qualification or equivalent level of experience.
* Experience of Risk and Compliance Management
* 5 years+ of Subject Matter Experience within a shared service center, preferably in EMEA Payroll environment
* Excellent IT skills in MS Word, Excel including using VLOOKUP and pivot tables would be advantageous.
* Apply meticulous attention to detail and accuracy.
* Good oral/written communication and numerical skills.
* To maintain personal and professional development to meet the changing demands of the job, participate in appropriate training activities and encourage and support staff in their development and training.
* Champions change and improvements actively making suggestions to improve and streamline process developments and improve processes.
* Good knowledge and experience working with Workday/ServiceNow
* Experience on Payroll Change Management process
* Process improvement mindset, with experience using Lean Six Sigma methodology
* Demonstrated excellence in customer relations, building partnerships and managing stakeholders at all levels within an organization
* Strong analytical skills and problem-solving ability
* Proficient in Operational Metrics and reporting (KPIs, Dashboards)
