We are seeking an enthusiastic individual to join the Highway Team. You will be reporting to the Principal Highway Officer and working as part of a busy, friendly team, you will help to ensure the Council fulfils its duties as a local highways authority under the Highways Act in accordance with the new Code of Practice 'Well managed Highways Infrastructure'.
As a Highways Officer you will be responsible for the delivery and maintenance of our existing highways infrastructure. You will be part of a team carrying out scheduled highways safety inspections. You will inspect and gather information about the conditions of our Highways network and responsible for your own designated area, reporting defects on the Public Highway and arranging repairs for network safety and serviceability.
We are looking for a self-motivated individual with excellent observation skills and is conscientious. The role requires good time management skills, an ability to work on own initiative and to tight deadlines. The role is diverse and will require you to be flexible with an ability to work under pressure. We are a customer facing team, you will have good experience liaising with customers and the ability to deal with customers in a kind and friendly manner within Merton's diverse community.
Main Duties
1. Inspect the highway network reporting safety defects in accordance with the Highway Safety Inspection Manual and “Code of Practice Well Managed Highways Infrastructure”.
2. Responsible for the categorising, logging and entering defects onto the asset management system.
3. Check the quality of work in accordance with the Highways services contract specification
4. Recommend sites for comprehensive maintenance to be included in the Capital programme.
5. Comply with Health and Safety in a lone working environment
6. Support the Highway Authority in the defence of third party claims including giving evidence in court.
7. Undertake other duties as requested by your line manager.
We'd love to hear from you if you have:
A proven educational record with skills in the use of the Microsoft Office package, including Word Excel, demonstrate the ability to carry out area calculations and hold a certificate for Traffic management or working to complete a certificate such as LANTRA or NRASWA. A full U.K Driving license and a vehicle insured for business use.
You will be able to demonstrate your understanding and relevant experience in working with the public, both face to face and on the phone. You should have good written skills in both letter writing and emails. You must be good at organising your workload and be able to change your work priorities at short notice. A working knowledge of planned and reactive highway maintenance would be an advantage. You must be able to use hand held mobile technology such as a smart phone or tablet and be confident in the use of I.T equipment. The role operates a split shift over a two week period 07:00 to 15:00 and 11:00 to 19:00 alternate weeks. A shift allowance is payable for this.
