Hours: Full time or part time (minimum 0.6 FTE / 22.2 hours over 3 days a week) Purpose of the post The Data and Insight team sits with the Operational Delivery Directorate of the IMA. The Team leads on ensuring the effective processing of data and information to inform the actions taken by the IMA to ensure the delivery of commitments to citizens’ rights under the agreements. Delivering reports and recommendations which influence how the IMA ensures rights are upheld or influences change to protect rights is key. The team is also responsible for reviewing complaints about the delivery by the UK government and public authorities of the above commitments to citizens’ rights, including residency; social security; reciprocal healthcare; mutual recognition of professional qualifications and other economic rights. The team is primarily responsible for: Gathering timely, relevant and credible intelligence from a wide range of sources. Working with colleagues across the IMA to identify key information and material to build evidence of the external picture of potential issues with stakeholders, government departments and public authorities. Working with colleagues across the IMA to effectively develop insights and reports, adopting analytical techniques, making recommendations on a complex, challenging and wide-ranging area of citizens’ rights to inform key decision makers across the IMA. Influencing the development of the Case Management System and other relevant technological tools. The Senior Intelligence Analysis Manager will report to the Head of Data and Insight and will be responsible for managing data processing, producing reports and making recommendations on a complex, challenging and wide-ranging area of citizens’ rights. The work will involve engagement with a range of stakeholders, both internal and external to the IMA. The post-holder will work closely with the Compliance and Inquiry team in the Operational Delivery Directorate, as well as with other teams across the IMA, to establish and maintain effective and consistent processes and decision making, to deliver high quality outcomes on behalf of effected citizens. Delivery of results through collaboration with others is key. The post holder will maintain effective internal partnerships and relationships, and influence others when divergent and conflicting views occur. The ability to effectively inform timely and accurate decision-making is key to the success of the role. This is a unique opportunity to influence and shape the way citizens’ rights are protected in our national, social and economic landscape. Responsibilities Develop and maintain a strong understanding of the citizens’ rights and who falls within scope of the agreements, to support IMA decision making. Take an active and collaborative role ensuring the IMA collects appropriate data and information by managing the development of IMA data and information processes and technological tools. Oversee the development of intelligence relating to potential issues affecting the delivery of citizens’ rights, identifying key information and material relevant to the IMA, including published material, information from public authorities, citizens or interest groups, and conduct surveys. Work closely with the Head of Data and Insight and wider IMA colleagues to assess intelligence, identify potential breaches in the delivery of citizens’ rights, reporting and make recommendations to IMA decision makers; Work closely with the Head of Data and Insight, and wider IMA colleagues, to develop purposeful insights and reports, making justified recommendations in relation to the UK Government’s and public authorities’ delivery of citizens’ rights to inform wider IMA strategy; Influence and demonstrate subject matter expertise, to assist the work of staff across the IMA, working across IMA directorates to deliver positive outcomes on behalf of citizens. Line management responsibility, developing IMA analytical capability through identifying and arranging training opportunities for direct reports and managing task allocation; The duties/responsibilities listed above describe the post and are not intended to be exhaustive.
