The primary focus of this role is the direct management and oversight of the Havering Hub Operations Managers on behalf of the CFOO. While the CFOO retains strategic accountability for Trust-wide Estates and IT, the Head of Operations will act as the Trust's Competent Person for Health & Safety and provide vital cross-Trust support in procurement and compliance. This role is designed to professionalise non-teaching functions, allowing school leaders to focus exclusively on educational outcomes.
Strategic Leadership & Hub Management
* Line Management: Directly lead, manage, and develop the Havering Operations Managers
* Policy Implementation: Roll out and monitor standard operating procedures across the Trust to ensure all Hubs function at peak operational efficiency.
* Operational Due Diligence: Assist the CFOO in the onboarding of new schools, focusing on the operational integration of support staff and systems.
Health, Safety & Compliance
* H&S Lead: Act as the Trust's Competent Person for Health and Safety, overseeing a robust safety culture, risk assessments, and accident reporting.
* Statutory Compliance: Oversee the Trust-wide compliance portal (Smartlog) to ensure all schools meet legal requirements for fire safety, legionella, asbestos, and gas safety.
* Audit & Risk: Conduct regular site walks and compliance audits to ensure the CFOO and Board are briefed on any operational risks.
Estates & IT Support (Supporting the CFOO)
* Estates Support: Assist the CFOO with the administration of SCA/CIF bids and provide 'on-the-ground' monitoring of major maintenance projects.
* IT Collaboration: Support the CFOO and IT Lead in delivering the 3-5 year IT strategy; help streamline the IT function and oversee the safe implementation of AI and Cybersecurity protocols.
* Data Protection: Manage the Data Protection Officer (DPO) function to ensure GDPR compliance across the Trust.
Procurement & Contract Management
* Value for Money: Support the CFOO on Trust-wide procurement for services such as catering, cleaning, and utilities to achieve economies of scale.
* Contract Register: Maintain a centralised contract register, ensuring timely renewals and rigorous performance management of external contractors.
* Income Generation: Identify opportunities for lettings and external grant applications (e.g., Salix funding) to boost Trust revenue.
