Overview


We are seeking an experienced and driven Recruitment Manager to lead the end-to-end recruitment and onboarding of Domiciliary Carers, Nurses, and Healthcare Assistants across our services. This is a pivotal role responsible for ensuring a consistent pipeline of high-quality, compliant healthcare professionals who are aligned with our values and committed to delivering outstanding care.

The successful candidate will oversee workforce planning, manage recruitment campaigns, and ensure all onboarding processes meet regulatory, compliance, and safeguarding requirements. Working closely with operational and clinical leaders, the Recruitment Manager will play a key role in supporting service growth, maintaining staffing continuity, and upholding the highest standards of care delivery.

This role is ideal for a proactive recruitment leader with strong sector knowledge, a keen eye for compliance, and the ability to attract, engage, and retain healthcare professionals in a competitive market


Key Responsibilities


1. Workforce Planning & Strategy

* Forecast staffing needs based on care packages, referrals, and seasonal changes.
* Develop recruitment strategies to attract domiciliary care workers, including hard-to-reach rural areas.
* Build pipelines for urgent/short-notice care packages.


2. Recruitment & Selection

* Write and post job adverts on relevant platforms (e.g., NI Jobs, Indeed, social media, community networks).
* Conduct screening, shortlisting, and initial interviews.
* Coordinate competency-based interviews with care managers.
* Ensure recruitment processes reflect RQIA, DOH and NISCC standards.


3. Compliance & Vetting

* Oversee all pre-employment checks, including:
* Enhanced AccessNI checks.
* Right-to-work verification.
* Employment references and employment history checks.
* Verification of mandatory training and qualifications.
* Ensure timely NISCC registration for all new care staff and maintain evidence for audits.
* Maintain up-to-date personnel files and recruitment audit trails.


4. Onboarding & Induction

* Develop structured induction programmes in line with NISCC and RQIA requirements.
* Coordinate mandatory training (e.g., safeguarding, moving & handling, medication competence).
* Ensure all new starters are "work ready" before deployment.
* Support new staff through their probationary period.


5. Employer Brand & Candidate Attraction

* Promote the organisation's values, culture, and employee benefits.
* Build relationships with community groups, job centres, colleges, and employability programmes.
* Oversee digital marketing for recruitment campaigns (Facebook, TikTok, LinkedIn).


6. Staffing Retention

* Monitor turnover and implement retention initiatives (buddy programmes, wellbeing support, improved communication).
* Conduct exit interviews and analyse themes to reduce churn.
* Develop internal progression routes (e.g., Senior Carer, Team Leader).


7. Scheduling Support & Workforce Capacity

* Work closely with the scheduling/rostering team to identify staffing gaps.
* Align recruitment efforts with packages requiring urgent allocation.
* Maintain a pool of bank/relief workers.


8. Data, Reporting & KPIs

* Track recruitment metrics: time-to-hire, applicant-to-starter ratios, dropout rates.
* Provide weekly/monthly recruitment reports for senior management and RQIA inspections.
* Use analytics to refine recruitment campaigns and reduce costs.


9. Stakeholder Management

* Work closely with Registered Manager, Care Coordinators, trainers, and HR.
* Maintain positive relationships with external partners such as:
* NISCC
* AccessNI
* Job Centres / Department for Communities
* Training providers


10. Continuous Improvement & Compliance with NI Legislation

* Stay updated on:
* NISCC Standards of Conduct and Practice
* RQIA requirements for domiciliary care agencies
* Employment law specific to Northern Ireland
* Continuously improve recruitment processes to meet regulatory and operational demands.


Skills Required

* Proven expertise in end-to-end recruitment within health and social care, including high-volume recruitment of Domiciliary Carers, Nurses, and Healthcare Assistants
* Strong knowledge of healthcare compliance and regulatory requirements, including safer recruitment practices, right-to-work checks, DBS/Access NI, professional registrations, and reference verification
* Ability to design and execute effective recruitment strategies to meet workforce demand in a competitive labour market
* Excellent stakeholder management skills, with the ability to work collaboratively with operational, clinical, and senior leadership teams
* Strong interviewing, assessment, and candidate selection skills, ensuring values-based and competency-based hiring
* Demonstrated ability to manage and improve onboarding processes to ensure timely, compliant, and high-quality workforce deployment
* High level of organisational and time-management skills, with the ability to manage multiple recruitment pipelines simultaneously
* Data-driven approach to recruitment, with the ability to analyse metrics such as time-to-hire, attrition, and candidate conversion rates
* Confident use of applicant tracking systems (ATS), recruitment platforms, and digital sourcing tools
* Excellent written and verbal communication skills, with the ability to engage candidates professionally and represent the organisation's brand effectively
* Strong problem-solving and decision-making skills, with the resilience to adapt to changing service demands and staffing pressures
* Ability to lead, motivate, and develop recruitment staff, where applicable


Experience/Qualifications/Licenses/Competencies

* Minimum 3 years in a similar role within a service-led organisation
* Full five-year checkable employment history including a minimum of 2 work references and right to work in the UK
* Relevant other qualifications welcome


This role is office based with some remote working opportunities.
