We are recruiting a Systems Development Officer to work within our Business Intelligence team, focused on the ongoing development, configuration and improvement of our core Children’s Services case management systems.
This role requires hands on experience developing or configuring a statutory case management system used in Children’s, Adults’ or Health services (for example, Liquidlogic, MRI (Capita One), Mosaic, CareFirst, or a comparable CMS). Direct experience with System C or MRI (Capita One) is strongly preferred.
This is a specialist application development and configuration role, focused on how these systems behave in practice. The post holder will take ownership of complex system behaviour and help reduce technical risk in live statutory case management systems.
Day to day, you will:
* Design, build and maintain complex user defined forms, workflows, pathways and rules within Liquidlogic and/or Capita One.
* Translate statutory guidance, policy changes and service requirements into robust system configuration and data capture.
* Lead on system upgrades and vendor releases, including impact assessment, configuration changes, testing and user communication.
* Investigate and resolve complex system issues, including recording versus reporting discrepancies and unexpected workflow behaviour.
* Act as a technical escalation point and mentor for System Support Officers, supporting complex problem resolution and technical development.
* Work closely with managers, practitioners and BI colleagues to ensure systems remain usable, compliant and aligned to service needs.

Skills
Essential:
* Ability to design and reason about statutory case management system configuration, including how forms, workflows and rules interact to support service processes.
* Ability to diagnose and resolve complex system problems, including separating configuration issues, data integrity issues, permissions issues, reporting issues and supplier defects, and evidencing the cause.
* Ability to manage system change safely, including vendor releases and upgrades, impact assessment, testing, coordinating fixes and supporting stabilisation after go live.
* Ability to communicate clearly and prioritise effectively in a live statutory environment, including mentoring system officers and advising managers on risks and options.
This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.
Knowledge
Essential:
* Detailed knowledge of System C, Capita One, or another statutory CMS, including configuration tools and how data structures and record links drive workflow behaviour.
* Understanding of how statutory reporting and performance monitoring are produced from CMS data, including common causes of recording versus reporting discrepancies.
* Understanding of access control and security models in regulated multi user environments, including safeguarding context and the practical implications for system configuration.
Experience & Qualifications
Essential:
* Understanding of access control and security models in regulated multi user environments, including safeguarding context and the practical implications for system configuration.
* Demonstrable experience leading or making substantial contributions to major system changes, including complex form or workflow builds and major upgrades, with clear evidence of what you delivered.
* Demonstrable experience working with software suppliers and internal colleagues to resolve high impact issues and implement or remediate release changes.
* Educated to degree level in a related field or equivalent significant demonstrable experience of System Administration within a Local Authority.
