Description
Reporting into the Head of CMO, the Planning Manager is Network Plus’s programme and streetworks representative. They have responsibility for developing the annual contract programme and resource strategy and ensuing programme adherence.
Planning Manager will manage the annual programme and ensure that the programme is fully planned, resourced and noticed. They will be ultimately responsible for the following areas outlined below;
* Resource Strategy
* Push Planning and Programme development
* Notice and Permit requirements and HA engagement
* LDP Weekly Programme Meetings
* Programme Management and Planning Process development
* Client engagement
Key Measures
* % Workstack awarded and resourced
* % Programme Development
* % of Notices/Permits requested
* Programme Adherence
* Volume of streetworks fines
* Volume of LDP compensation events due to planning and streetworks issues
Key Responsibilities
Programme Management
* Development of programme/planning process
* Work with the IPO to develop the Y2-5 strategy incorporating the requirements across the North West network
* Create proposed work allocation strategy
* Creation of annual programme
* Ensure Notice, Permit and TM requirements are fulfilled
* Manage the change control process between CMO and IPO
* Weekly Programme meetings with LDP’s with 12 week look ahead to ensure projects are ready for commencement
* Support the creation of visual performance zones
Commercial
* Identify risks, issues and opportunities and ensure they are managed via the Risk and Opportunity register
* Ensure adherence with the annual budget
* Mitigation of potential CE’s due to permit and planning issues
Customer / Stakeholder
* Support development of the Customer and Stakeholder plan
* Key stakeholder in the creation of the customer journey strategy
* Attend Cadent meetings as and when required
People / Organisation
* Ensure all team members understand their purpose with monthly 121 performance reviews and an annual PDR process
* Support the development of the employee engagement strategy
* Operational and safety requirements.
Experience and Qualifications
Leadership - Understanding of Client and contract needs to ensure a shared purpose, strategy and objectives are achieved. To motivate and inspire operational and support staff to work towards contract objectives. The ability to lead by example to gain the respect and commitment of all contract staff, other delivery partner representatives and Client representatives.
Health, Safety & Environment - The ability to assess the impact of our operations on Health & Safety matters. Thorough knowledge of H & S policies and procedures.
Customer focused - Makes sure the contract continuously develops and improves services most important to customers. Identifies good practice & solutions and migrates them into the services provided. Translates operational feedback into strategic improvements.
Embracing Change - Encourages and promotes a culture to embrace change. Encourages others to creates strategies and innovative services. Ensures that external influences e.g. new noticing and permits procedures, are considered when determining the change to take place.
Commercial - Understanding of the economics of the client, delivery partners and our business. Understanding of the contractual terms and conditions and requirements placed upon The Company.
