Job Title: Head of Procurement (Interim)
Location: Gosport Town Hall / Hybrid Working
Rate: £300 per day (PAYE) + holiday pay
Contract: Interim (April 2026 – October 2026)
Hours: 37 hours per week
We are working with Portsmouth City Council to recruit an experienced Head of Procurement (Interim) to lead a high-performing procurement and insurance function.
This is a key leadership role responsible for delivering strategic procurement across the organisation, ensuring compliance with legislation, and driving value for money across all council spend.
Key Responsibilities:
* Lead and manage the Procurement and Insurance service
* Deliver complex, high-value procurement projects
* Ensure compliance with procurement legislation and Contract Procedure Rules
* Provide expert advice to senior stakeholders across the Council
* Oversee procurement systems, processes, and governance frameworks
* Manage budgets and ensure effective financial control
* Lead, develop and support the Procurement and Insurance team
* Act as the Council’s Insurance Officer, ensuring appropriate cover and risk management
* Represent the Council at external forums and stakeholder meetings
About You:
* Extensive experience in public sector procurement
* Strong knowledge of UK procurement legislation and best practice
* Proven experience leading teams and managing complex procurement activity
* Ability to influence and advise senior stakeholders
* Experience in contract management, governance, and compliance
