Dangerous Goods Safety Adviser (DGSA)

Reporting To – Health and Safety Director
Location – Bedford

Job Purpose The Dangerous Goods Safety Adviser (DGSA) is responsible for ensuring the organisation complies with all regulatory requirements relating to the transport, storage and handling of dangerous goods across its logistics operations. The role will provide expert advice, oversight and governance relating to dangerous goods activities, with particular focus on the safe storage, handling and transport of lithium batteries within distribution centres and transport operations. The DGSA will support the development of safe systems of work, ensure regulatory compliance and promote best practice in dangerous goods management.


Key Responsibilities

* Act as the appointed Dangerous Goods Safety Adviser for the organisation.
* Ensure compliance with applicable dangerous goods transport regulations including:
o ADR (European Agreement concerning the International Carriage of Dangerous Goods by Road)
* Provide specialist guidance on the classification, packaging, labelling and transport of dangerous goods.
* Provide subject matter expertise on the storage, handling and transport of lithium-ion batteries and lithium metal batteries.
* Develop safe systems of work for lithium battery storage within warehouse environments.
* Ensure appropriate fire risk mitigation, segregation and emergency response arrangements are in place.
* Advise on compliance relating to relevant UN numbers including UN3480, UN3481, UN3090 and UN3091.
* Conduct dangerous goods risk assessments across all distribution centres and transport operations.
* Review warehouse layouts, storage practices and handling procedures for hazardous materials.
* Implement controls to manage risks associated with storage, charging, damage and disposal of lithium batteries.
* Carry out regular dangerous goods audits and inspections across logistics locations.
* Identify compliance gaps and implement corrective and preventative actions.
* Ensure dangerous goods documentation and records are accurate and maintained.
* Lead investigations into dangerous goods incidents, spills, fires or non-compliance events.
* Conduct root cause analysis and develop corrective actions.
* Ensure regulatory reporting obligations are met when required.
* Develop and deliver dangerous goods training programmes for warehouse teams, drivers and operational managers.
* Ensure employees involved in dangerous goods activities are properly trained and competent.
* Provide specialist training relating to lithium battery risks and emergency procedures.
* Work with Transport Managers to ensure compliance in relation to dangerous goods carriage by road.
* Ensure correct documentation, placarding, packaging and vehicle requirements are followed.
* Support transport teams with dangerous goods load planning and compliance queries.
* Produce the annual DGSA report required under ADR regulations.
* Provide regular updates on dangerous goods compliance to senior leadership.
* Support continuous improvement initiatives in dangerous goods management.

Essential – Skills & Experience Required

* Certified Dangerous Goods Safety Adviser (DGSA) qualification.
* Strong knowledge of dangerous goods transport regulations including ADR.
* Experience managing dangerous goods compliance within logistics, warehousing or distribution environments.
* Demonstrated experience managing risks associated with lithium battery storage, handling and transport.
* Experience conducting dangerous goods audits and investigations.


Desirable

* Experience working within multi-site logistics operations.
* Knowledge of fire safety risks associated with lithium battery storage.
* Experience supporting regulatory inspections or enforcement authorities.


Qualifications

* DGSA certification for transport by road (ADR)
* Additional dangerous goods training or hazardous materials qualifications (desirable)
* Health and safety qualification such as NEBOSH (desirable)
