The Transformation and Strategic Planning Directorate has a fantastic opportunity for an experienced Healthcare leader to take on the role of Programme Director for Urgent and Emergency Care (UEC). This is an exciting time in our transformation journey as we reset and refresh our approach to major change in the organisation. You will operate as one of four Programme Directors across the major change programmes.

We are looking for an exceptional leader with the vision and drive to deliver short-term priorities while shaping medium to long-term service configurations and new models of care.

The successful candidate will have a strong understanding of operational challenges within UEC, excellent programme management skills, and the ability to implement structured programmes within a governed model. Passion for change and a vision for innovation are essential. You should have substantial clinical engagement experience, along with advanced communication and influencing skills.

Main duties of the job

Key Responsibilities include:

1. Shaping and delivering complex programmes to impact patient care and service delivery
2. Developing communication and engagement plans for stakeholders
3. Overseeing development of outcomes frameworks in collaboration with performance and DDaT colleagues
4. Ensuring regular reporting, assurance, and benefits delivery
5. Developing proposals for new care models
6. Ensuring integrated planning within UEC, including audit actions
7. Engaging with the Executive Team and senior leaders
8. Presenting complex proposals to multi-professional groups
9. Working with the Portfolio Office to maintain robust governance

The ability to speak Welsh is desirable, but both Welsh and English speakers are encouraged to apply.

Detailed Job Description and Main Responsibilities

You will support strategic objectives by translating long-term goals into programmes that improve patient care, focusing on four key workstreams:

* Support at the Individual’s Front Door
* Hospital Front Door
* Hospital Flow
* Discharge from Hospital

The Programme Director will lead service transformation, engagement, analysis, programme management, financial management, and workforce development across these areas.

Person Specification

Qualifications and Knowledge

* Masters degree in healthcare management or equivalent experience
* Programme Management qualification (e.g., MSP Practitioner)
* Knowledge of healthcare systems, service analysis, transformation, and engagement
* Political awareness and understanding of Welsh healthcare policies and standards

Experience

* Significant healthcare programme management experience, with a record of delivering complex projects
* Senior NHS management experience, preferably at Board level
* Experience in strategy planning, service modelling, and business case development
* Proven leadership in change management, budget control, and staff development
