We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, issue resolution, and removing barriers to ensure alignment with the business case and value for money.
We seek someone with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investment.
Key Tasks:
* Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
* Ensuring programme deliverables align with strategic objectives, owning change control processes.
* Supporting the Programme Manager in managing changes to Time, Cost, and Quality, ensuring affordability and value for money.
* Managing stakeholder queries and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole life cost allocations.
The Team:
You will work within the Digital, Innovation and Programmes team, responsible for implementing the Digital Strategy across E&B. The team sets the strategic direction for digital services that transform regulation processes and will collaborate with Defra shared services and third-party suppliers to develop user-centered online services and digital platforms.
Experience and Skills Required:
* Experience working in fast-paced, dynamic programmes.
* Proficiency in Microsoft Office tools (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial data.
* Understanding of financial and business planning processes, including charge funding, CDEL, and RDEL.
* Experience with business cases, approval, and assurance routes within EA and Defra.
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.
Additional Information:
Flexible working arrangements are supported. The role includes incident management responsibilities, with training provided. The location is flexible, with some travel required.
