Overview
Planning Development Manager role to support Harlow District Council, hosted by Essex County Council. This is a temporary, full-time position on a 6-month basis, with on-site requirements (2 days per week).
Location: Harlow. Salary: £57.00 - £67.00 ph (umbrella). Closing Date: 15 September 2025.
Responsibilities
* Lead the Development Management team within the Planning service, supervising Principal, Senior, and Planning Officers processing planning applications across the district, as well as Planning Enforcement and related admin support.
* Supervise workload of planning applications, determine cases under delegated powers, present cases at planning committee, and support service improvement.
* Communicate clearly with a wide range of stakeholders, work to tight deadlines, and exercise tact and diplomacy.
* Contribute to delivering the council’s regeneration and planning objectives as part of the Building Harlow’s Future strategy.
The experience you will bring
* Recent experience managing staff in development management, allocating cases, and monitoring team work programmes.
* Experience in a Local Authority environment with knowledge of planning legislation and development management procedures.
* Understanding of government and council policies, practices, and procedures.
* Experience delivering major planning applications, providing robust pre-application advice, and preparing/presenting evidence for appeals.
* Ability to form reasoned judgments, meet tight deadlines, and manage both own and a team’s workload.
* Degree or equivalent experience in a relevant field.
