ROLE OVERVIEW AND PURPOSE The Recruitment Vendor & Program Lead will direct the transformation of agency recruitment and contingent labour management across ABM UKI, creating visibility, control and commercial discipline over all non-direct hiring spend. The role is accountable for the implementation and ongoing optimisation of the MSP, while standardising processes, improving ways of working and embedding governance across a decentralised business. Acting as the central authority for supplier strategy and performance, it will drive supplier consolidation, manage the PSL and enforce consistent commercial frameworks, while embedding a clear approach to diverse and ESG-aligned supplier partnerships. Through data-led insight, the role will deliver transparent reporting, identify cost efficiencies, reduce risk and spend leakage and support strategic workforce planning. It will also work in partnership with the ESG team and Social Impact Groups to ensure supplier strategies contribute to broader business commitments, while influencing senior stakeholders to drive adoption, compliance and continuous operational improvement. KEY RESPONSIBILITIES • Support the design and rollout of the MSP model across UKI business units, with a phased implementation approach • Own MSP governance, ensuring adoption across the business and maintaining appropriate levels of control and compliance • Establish and lead governance forums, focusing on performance, cost management, and areas of risk • Drive behavioural change across the organisation, reducing off-framework and unauthorised supplier usage • Conduct a full audit of all recruitment suppliers across UKI to establish a clear baseline • Partner with Operations and Finance to forecast contingent labour demand and align supply accordingly • Lead supplier consolidation activity, simplifying the supplier base and improving commercial leverage • Design and deliver RFP processes to select strategic agency partners • Create and manage a UKI-wide Preferred Supplier List (PSL) aligned to different service lines • Define supplier segmentation, performance expectations, and clear exit criteria • Monitor supplier performance on an ongoing basis and lead quarterly reviews with key partners • Develop and implement standardised Terms of Business across all agency suppliers • Lead contract negotiations, including MSAs and associated commercial frameworks • Implement rate card structures and bill-rate models, ensuring consistency across the business • Ensure ongoing compliance with regulatory requirements, including minimum wage and IR35 where relevant • Build and maintain reporting that provides accurate insight into recruitment spend and supplier activity • Provide visibility of agency spend across all divisions, highlighting trends and areas of concern • Identify and address cost leakage, including duplicate or inaccurate invoicing • Challenge non-compliant spend and reinforce governance controls • Manage risks associated with supplier compliance and labour regulations • Control after-the-fact purchase orders and unapproved spend • Analyse data to identify trends, emerging risks, and opportunities for cost reduction • Act as a trusted partner to senior operational leaders, influencing decision-making where needed • Work closely with HR, Talent Acquisition, Finance, and Procurement to ensure alignment • Drive accountability and consistent ways of working across the organisation • Collaborate with ESG, Social Impact, and DE&I teams to align recruitment supply with wider business commitments • Identify and engage specialist and diversity-focused suppliers to broaden access to talent REQUIRED SKILLS AND EXPERIENCE • Significant experience in recruitment operations, vendor management or contingent workforce management • Proven experience implementing or managing MSP solutions • Strong commercial acumen with experience in supplier negotiation and contract management • Experience leading supplier consolidation, PSL creation and RFP processes • Demonstrated ability to drive process improvement and operational transformation • Strong analytical skills with experience using data to drive decision-making and cost optimisation • Experience managing complex, multi-site or decentralised operational environments • Ability to influence and challenge senior stakeholders in a matrix organisation • Strong project management skills with experience delivering cross-functional initiatives • Knowledge of regulatory considerations related to contingent labour (e.g. IR35, minimum wage compliance) QUALIFICATIONS • Bachelor’s degree or equivalent experience (HR, Business, Procurement or related field) • Relevant professional certifications desirable (e.g. CIPS, CIPD, MSP/VMS certifications) • Project management qualification (e.g. PRINCE2, Agile, PMP) desirable but not essentia Benefits We’re proud to offer a great range of benefits including: 24/7 GP: Both you and your immediate family can speak to a UK-based GP from the comfort of your own home Mental Health support and Life Event Counseling Get Fit Programme Financial and legal support Cycle to work scheme Access Perks at Work, our innovative employee app where you can find: Perks: discounts, gift cards, cashback, and exclusive offers Life: Search for resources and tools on topics ranging from family and life to health, money and work Support: Online chat or telephone service for urgent support in a crisis For more information about ABM’s benefits, visit our About ABM: ABM (NYSE: ABM) is one of the world’s largest providers of integrated facility, engineering, and infrastructure solutions.
