The role
Our client, a Local Authority in the North of England require an
Emergency Management Programme Lead for a
1 month temporary contract starting immediately.
This role would suit somebody with previous experience working within
local government as a programme lead or similar public sector environment.
Key Responsibilities
- Lead delivery of the Emergency Management Plan, driving progress across governance, planning, training, and operational readiness
- Support the Corporate Resilience Board and associated governance processes
- Redesign and enhance the Emergency Management Plan and supporting frameworks
- Develop corporate policies, KPIs, and assurance mechanisms for resilience
- Coordinate cross-council collaboration (ICT, Communications, Risk, Estates, Heads of Service)
- Strengthen major incident response, including command structures, escalation, and emergency centre readiness
- Embed key roles such as Local Authority Liaison Officers (LALOs) and Duty Manager arrangements
- Enhance business continuity, lessons learned processes, and community resilience strategies
- Provide strategic advice and regular progress updates to senior leadership and elected members
