TMA/NRSWA Inspector

In this role, you will support the Network Co-ordination Team Leader in overseeing the work of Cheshire East Highways’ NRSWA/TMA Inspectors. You will help ensure full compliance with the New Roads and Street Works Act (NRSWA) 1991, the Traffic Management Act (TMA) 2004, and associated Codes of Practice, safeguarding the effective management and coordination of works across the highway network.
The Role
1. Act as a further point of contact for enquiries or complaints in relation to activities taking place on the Network.
2. To assist the Network Co-ordination Team Leader to review and support the co-ordination/suitability in relation to Skips/Scaffolds/S50 road opening licences and S171 applications. Assess the impact of these application processes to ensure compliance with the necessary code of practices.
3. To attend site meetings and assist in facilitating major schemes across the Cheshire East Highways network area. To take a lead in supporting Statutory undertakers in delivering their works package with a view to creating minimal impact to the Network.
4. Support the Network Management Team Leaders in providing for job shadowing for new and existing team members as required.
5. Receive and react to telephone calls, enquiries or emails from members of the public, local authority elected members, colleagues or statutory undertakers that may require immediate attendance on site.
About You
6. Knowledge of, and experience in, the maintenance, design and implementation of highway schemes including statutory processes, such as NRSWA 1991.
7. Knowledge of and experience in use of construction materials used in highways. Appropriate knowledge of Health and Safety Legislation including Safety at Streetworks and Roadworks: Code of Practice 2013 “The Red Book” and Chapter 8.
8. Knowledge of Highway Authority and Local Government policies, practices, and procedures in relation to highways maintenance, including Health and Safety Legislation as it affects works on the highway including Construction, Design and Management Regulations and traffic management.
9. Experience in dealing with utility company contractors and civil engineering contractors.
10. Experience working within a Local Authority environment.
