Team Leader Dyfed Drug and Alcohol Service (DDAS) Job Description ​ Role Team Leader Service Dyfed Drug and Alcohol Service (DDAS) Location: Llanelli, covering all of Carmarthenshire. Barod Base: 1-3 Vaughan Street, Llanelli, SA15 3TY Hours: 37 hours per week. Weekend and evening work will be expected on a rota basis and around service users and delivery needs. Salary: £31,671 - £34,2982 per annum Reports to: Service Manager Team Members Reporting to Job Holder: Direct line management of Drug and Alcohol Workers. Day to day operational management and guidance for all DDAS generic service staff in Carmarthenshire. Contract: Permanent, in line with funding. Current funding has been granted until 31 st March 2027. ​ ​ The Service The aim of Dyfed Drug and Alcohol Service (DDAS) is to engage drug and/or alcohol users and/or their concerned others in Dyfed’s substance use treatment system and support them when accessing it. DDAS staff will support individuals to address substance related issues, access appropriate interventions, reduce physical dependence and related health problems, reduce drug and alcohol related offending and improve physical, psychological, family and social functioning. DDAS works with substance users and their families, friends and carers in both community and criminal justice settings, delivering specific services for those involved in the criminal justice system. DDAS supports service users and their loved ones to sustain the gains they make in treatment by providing aftercare and peer support to help build social capital and prevent relapse. DDAS is a consortium comprising three organisations, Barod, Kaleidoscope Project and G4S. DDAS is delivered throughout the geographical regions of Ceredigion, Carmarthenshire, and Pembrokeshire. DDAS is aimed at adult drug and/or alcohol users aged 18 years of age and over, and their families, friends and carers. DDAS services are provided in a non-judgmental, non-discriminatory, and professional manner and in a way that demonstrates courtesy and respect for individuals using substances, and sensitivity to their unique personal situations and experiences. ​ ​ ​ ​ ROLE PROFILE AND RESPONSIBILITIES To provide day to day operational guidance to all staff working within the non-criminal justice side of the DDAS substance use service in Carmarthenshire. This post holder will work closely alongside the Criminal Justice Team Leader for Dyfed in integrating the generic and criminal justice service provision. The team leader will also work alongside the Lead Data Officer for Dyfed to ensure high data quality and the meeting of our Key Performance Indicators. The team leader will ensure that the Carmarthenshire team deliver high quality engagement, time limited treatment and recovery services and interventions to service users. The post holder will provide line management and supervision directly to Drug and Alcohol Workers. The post holder may be expected to have a small caseload of complex cases as and when required. The purpose of the role is to support the Carmarthenshire team in the day to day delivery of the service. The post-holder will be responsible for overseeing, coordinating and directly delivering a full range of interventions to individuals involved with DDAS in their locality. As a team leader, you will lead on developing effective relationships with external partners in your locality, whilst also working closely with colleagues delivering criminal justice elements of DDAS. The post-holder will ensure that quality services are delivered to substance using service users, ensuring that high professional standards are maintained, output targets achieved, and that the service works within established administrative and reporting procedures. ​ Co-ordinate the delivery of DDAS in Carmarthenshire. Assist in delivering the Welsh Government’s ‘Recovery Framework’ by planning and providing high quality, innovative care which reflects our person-centred values and the high levels of ambition we have for the recovery of the individuals for whom we provide support Work within DDAS providing support to all substance users (drug and alcohol) who present for recovery and aftercare support through the DDAS SPOC (Single Point of Contact), engagement team, or criminal justice services or who have accessed support from other agencies in the substance use treatment system Assist in the delivery of an integrated service through the provision of assessment, aftercare action planning, engagement, retention, planned discharge and onward referral as appropriate Communicate DDAS’ vision and deliver its mission, corporate strategy and business plans Contribute to the safety of communities from drug related crime and negative impacts on health services and provide opportunities for employment, training, education and pro-social activities to aid and sustain recovery Involve appropriate individuals in the planning of the individual’s aftercare and promote service user involvement and co-production in service delivery Ensure appropriate safeguarding and data protection principles are adhered in working practice Inspire and enthuse individuals to maintain positive lifestyle changes Main duties and responsibilities: Lead a multi-disciplinary team in the locality Provide line management and monthly supervision to DDAS service staff Work collaboratively with the DDAS management team, enabling leadership responsibilities and accountabilities to be allocated appropriately Oversee allocation, case management, care co-ordination and review of service user cases Coordinate rota for open access cover in Carmarthenshire. Co-ordinate schedule of activities with Helping Groups to Grow Ensure effective partnership working Monitor and review service user/service progress in respect of care plans and placements, and liaising with concerned others, where appropriate, as part of the review process Monitor accurate recording on Palbase and using reporting function to inform service development To provide support and guidance with regard to practice issues to case workers. To promote and ensure staff development. To support the facilitation of appropriate team meetings. To communicate effectively with the team and disseminate information timely and accurately. To adhere to all Barod policies and procedures and code of conduct. To keep up to date with strategic and policy developments in respect of substance use and related matters. Monitor service progress using ORS and SRS and RCI Represent DDAS at Operational Development Groups Establish and monitor robust care pathways with a range of partner agencies (with Service Manager) Deliver Tier One Liaison and Targeted Screening Programme Provide targeted screening (AUDIT and DUDIT) to high risk groups and training and train other professionals Organise displays, exhibitions and participate in community events Promote services and interventions and provide supported referrals to appropriate services Conduct high level assessments including risk assessment Deliver harm reduction initiatives including NSPs, Naloxone training, and Dried Blood Spot Testing Services Contribute to the DDAS Digital Team Refer to the Single Point of Contact and staff it on a rota basis Devise, with service users and concerned others, individually tailored time-limited support plans, based on a clear assessment of need that assist individuals in building social capital Liaise closely with the Young Person’s services and external Tier 3 providers including CDAT, IFSS and Social Services, and prisons and Tier 4 providers to ensure seamless transitions to treatment services Actively influence and support service users and concerned others in co-production and service user involvement in shaping service provision Encourage active participation in mutual aid groups including SMART recovery, 12-step fellowship groups (NA/AA) and peer-led recovery hubs and service user groups Research, develop and implement online recovery resources Promote and encourage service user and concerned other participation in local, regional and national recovery events Research and produce information for publications, leaflets and web pages Enter data onto the DDAS case management system, Palbase, and use the system effectively to inform work with service users and concerned others Provide training or talks to internal staff or external organisations as required Support volunteers in the delivery of DDAS Take up DDAS’ arrangements for support and supervision and participate in all relevant internal meetings Co-operate with requests from DDAS management and administration Undertake other reasonable duties as requested, but which may not be specified within the job description ​ ​ ​ ​ PERSON SPECIFICATION Ideally all these requirements must be met by the candidate on appointment. However, in certain circumstances, a candidate may be appointed who does not meet a particular requirement. This is providing that the shortfall can be made good in a reasonable time, and the candidate brings other skills, knowledge or experience which are valuable to the role and the Organisation. ​ ​ Essential Desirable Qualifications and training ​ Experience of facilitating group work Experience of delivering therapeutic interventions Experience of liaison and networking with a cross section of agencies and individuals Experience of training in group facilitation An understanding of current legislation and policy in relation to substance use and mental health for people using substances and their concerned others. GCSE English Literature or Language, grade C or above (or equivalent). Level 3 Diploma in Health and Social Care (or equivalent) Knowledge of substance use treatment and care pathways ​ ​ ​ ​ ​ Role-related knowledge, skills and experience Ability to work effectively with people regardless of their ethnic, cultural, social backgrounds, their gender, age, religious belief, disability and sexual orientation. Proven ability to network and build professional relationships The ability to compile, maintain and complete accurate written records, including data capture and the use of case management systems. Excellent literacy, numeracy and ICT skills, with a close attention to detail. ​ Full driving licence with access to motor vehicle, which is insured for business purposes. Knowledge of substances, relevant harm reduction advice, detoxification, tolerance and withdrawal ​ ​ ​ ​ Interpersonal skills ​ Ability to establish and maintain clear boundaries in respect of personal and professional responsibility.
