Job Description:
We have an excellent opportunity available for an IT Programme Manager to join our proactive IT Programs team at Wokingham Borough Council on a full-time, 18-month fixed-term contract.
As part of the IT Programme Management team, you will play a key role in delivering Waste IT services and planning and enforcement improvement programs. You will be responsible for delivering IT systems and services, ensuring effective communication and integration between vendor platforms and WBC infrastructure to support Waste Services.
You will advise on best practices for systems and IT, ensuring our planning and enforcement solutions are current, optimal, and future-proofed, and drive opportunities to fruition.

Key responsibilities
* Managing daily IT components of the Waste Re-Servicing transformation program, collaborating with the Program Managers and across Council Directorates.
* Overseeing Programme Governance and delivery of the Planning and Enforcement improvement program.
* Sourcing and managing the full lifecycle of the Planning and Enforcement improvement program.
* Coordinating IT activities supporting the Waste Re-Servicing transformation, working with Waste Service Leads, Customer Service, Business Change Managers, PMO, and Project Managers to ensure successful implementation.
* Tracking program-level risks, escalating issues, and facilitating risk and assurance sessions with senior leaders.
Candidate requirements
* Relevant Programme and Project Management qualifications or experience (MSP or similar).
* Degree-level education or equivalent knowledge, skills, and aptitude.
* Proven project management experience, including managing teams and achieving outcomes within budget and realizing benefits.
* Experience working with technical teams and managing technical projects.
* Experience in multiple technical and analytical disciplines (data, systems, workflows, portals).
