The highly skilled Technical Adviser will provide technical leadership and support in local taxation across the Valuation Office Agency. You will work as part of a team of technical advisers who are passionate about their work and how they collaborate as an efficient, effective unit. This role offers the opportunity to handle unique, challenging, and highly technical cases, including collaborating with solicitors and barristers, and advising on technical and legal issues within the VOA.
Your responsibilities will include managing litigation cases such as complex hearings before the Valuation Tribunal, appeals to the Upper Tribunal (Lands Chamber) under simplified procedures, and proceedings in the High Court. You may also appear as an advocate on behalf of the Valuation Officer / Listing Officer. Additionally, you will provide technical, legal, and valuation advice across the VOA, with a focus on leading high-profile and complex casework. You will have the autonomy to manage your workload independently and handle sensitive cases effectively.
Key Responsibilities
1. Manage litigation cases, including hearings at the Valuation Tribunal, appeals to the Upper Tribunal, and High Court proceedings, potentially acting as an advocate.
2. Complete and manage litigation using analytical skills to resolve complex or sensitive cases.
3. Develop technical and procedural guidance, fostering a consistent understanding of procedures and approaches.
4. Research, analyze, and evaluate issues, identifying options and assessing risks.
5. Identify, escalate, and mitigate risks and issues, surfacing underlying trends and ensuring appropriate escalation.
6. Develop and deliver technical updates and presentations to build capability within the VOA.
7. Occasional travel within the UK, including overnight stays, to liaise with HMRC solicitors, Counsel, attend tribunal hearings, and deliver presentations.
8. Support development and change initiatives by providing technical advice, collaborating on reforms such as NDR, CT Wales, and Business System Transformation.
