Job Summary
Southend City Council are looking to appoint a part-time (22.2hrs per week) Health Improvement Officer in a fixed-term capacity until 31st March 2027.
Responsibilities
* Be part of the Public Health Team, contributing to the government’s ambition of delivering a smoke-free generation through the development and implementation of the Stop Smoking Service Delivery Plan.
* Support the Southend Stop Smoking Service by promoting a range of settings, service options and safer alternatives to smoking; deliver national, regional and local campaigns to support residents to set a quit date and quit smoking; promote harm-reduction activities to reduce and stop vape use amongst young people; and strengthen partnership working with health and social care practitioners, voluntary sector and local communities.
* Flexible part-time days and hybrid working options may be available depending on team needs.
* Act as an expert resource for Public Health-commissioned stop smoking service providers (e.g., GPs, Community Pharmacists, Practice Nurses, Vape shop settings) and communicate effectively with a range of professionals in primary and secondary care, community settings, and workplaces.
* Support the development of the Stop Smoking Service training programme and maintain a register of stop smoking service advisors across settings, providing ongoing support and communication including face-to-face visits.
* Ensure stop smoking advisors have access to up-to-date equipment, resources, CO monitors, and consumables; identify target groups and engage with communities to promote health and wellbeing and the stop smoking service.
* Proficiently use the Quit Manager platform for data collection, management, reporting against Public Health Service performance measures, and client record management.
* Comply with data entry, monitoring requirements, and reporting for local dissemination and national evaluation; undertake quality assurance, surveys, risk assessments, and audits as required.
* Maintain patient records in line with Caldicott and IG requirements; report interventions and outcomes to the relevant smoking cessation lead; comply with relevant policies, safeguarding, and professional codes of conduct; participate in ongoing professional development and mandatory training.
* Prioritise and manage own workload, ensure equality and diversity considerations are embedded in service delivery, and participate in Personal Development Review (PDR) and supervision.
* Carry out other duties as reasonably required by the line manager and organisation; participate in aligning personal objectives with organisational aims; take responsibility for health and safety and risk management.

Qualifications
* Experience of effective partnership working, particularly across communities
* NCSCT Qualified Smoking Cessation Advisor
* Minimum of 2 years experience working in smoking cessation programmes across a range of settings (community, primary care, and inpatient)
