Package: £50,000 - £60,000 Salary + Bonus + Benefits
Role Purpose
The Technical Building Operations Surveyor is accountable for the safe, compliant, efficient, and financially disciplined operation of Grifo Developments’ managed residential portfolio.
The role leads building operations end-to-end — ensuring statutory compliance, planned and reactive maintenance, supplier/contract performance, operational insurance governance, cost control, and operational readiness for leasing and occupancy.
They act as the “technical and commercial owner” of completed assets, working closely with the Resident Experience Manager (REM) to balance resident satisfaction with operational excellence.
Key Accountabilities
* Overall operational performance of the portfolio (service, risk, cost, compliance).
* Statutory and operational compliance schedules completed and auditable.
* Planned preventative maintenance (PPM) frameworks that reduce failures and cost leakage.
* Gross-to-net performance optimisation through disciplined OPEX management.
* Supplier performance, SLAs, and contract compliance across all service partners.
* Operational risk register and business continuity readiness.
* Operational insurance governance (buildings, landlord, engineering, fleet, events).
* Practical Completion handover and operational mobilisation of new buildings.
* Golden Thread accuracy and lifecycle maintenance of safety-critical data.
Key Responsibilities
Building Operations & Compliance
* Maintain a live compliance calendar and tracker for all statutory obligations.
* Ensure inspections, servicing, and certifications are completed on time and correctly filed.
* Lead monthly compliance reviews and escalate any gaps immediately.
* Oversee building condition audits and periodic inspections with follow-up actions tracked.
Maintenance Delivery
* Own the reactive maintenance process and performance against SLAs.
* Design and manage the PPM schedule for each asset including lifecycle planning.
* Coordinate works with internal MO and approved suppliers.
* Ensure all works are safe, scoped correctly, costed, and quality-checked.
Commercial & Financial Management
* Build and manage asset-level OPEX budgets including forecasting and variance control.
* Monitor gross-to-net leakage and identify root causes with mitigations.
* Work with FD/FO to ensure cost reporting is timely, accurate, and decision-useful.
* Support leasing stabilisation period by aligning operational readiness with revenue goals.
Supplier & Contract Governance
* Maintain a supplier register including insurances, RAMS, accreditations, and renewal dates.
* Run quarterly supplier KPI reviews and enforce improvement plans when needed.
* Lead re-tendering or renewal processes for operational contracts.
* Ensure contractors follow site rules, H&S standards, and brand expectations.
Insurance Governance
* Oversee operational insurance renewal cycles with broker support.
* Ensure cover is aligned to asset use, occupancy, and risk profile.
* Manage claims processes in collaboration with FD and relevant suppliers.
Risk, Governance & Reporting
* Maintain an operational risk register and continuity plans for each asset.
* Lead incident response and post-incident corrective actions.
* Provide operational reporting inputs for monthly packs and shareholder reports.
* Support the EA with accurate, structured data for KPI dashboards and committee papers.
Handover & Data Management
* Lead operational mobilisation during Practical Completion handovers.
* Verify O&M manuals, warranties, asset registers, compliance files, and as-built data.
* Own the Golden Thread repository as a live system (not a one-off handover file).
* Ensure version control and data accessibility for long-term asset management.
People & Culture
* Line manage, mentor, and performance-manage the Maintenance Operative.
* Promote a proactive, safety-first culture across all operational sites.
* Contribute to lessons learned and SOP/RACI refinement cycles.
Key Relationships
* MD: strategic reporting, risk escalation, performance review.
* REM: resident communications, community activity coordination, leasing stabilisation.
* FD/FO: budgets, forecasting, gross-to-net, insurance payments.
* EA: reporting collation, documentation control, governance schedules.
* MO: day-to-day maintenance execution and site presence.
* H&S Consultant: statutory compliance, audits, safety assurance.
* Suppliers/Contractors: service delivery, SLAs, performance improvement.
Skills & Experience Required
Essential
* Strong operational property management background (residential preferred).
* Proven experience managing compliance systems and statutory programmes.
* Solid knowledge of building systems, maintenance planning, and contractor control.
* Budget management experience including OPEX variance control.
* Confident in supplier performance management and procurement renewals.
* Strong organisational skills with a bias to “audit-ready” record keeping.
* Clear communicator with a pragmatic, solutions-led mindset.
* Comfortable working across multiple sites with varying operational needs.
Desirable
* Surveying or property-focused qualification (e.g., RICS, CIOB, IWFM).
* Experience of Build-to-Rent, PRS, or mixed-use residential assets.
* Familiarity with Building Safety Act / Golden Thread requirements.
* Experience implementing property tech / digital operations tools.
* ESG operational reporting experience.

* Gross-to-net performance vs target.
* Supplier KPI scores and reduction in service failures.
* Resident operational satisfaction metrics (linked to REM outcomes).
* Golden Thread completeness and audit score.
