The Regeneration and New Settlements function of the national team work on all types of large-scale strategic housing led projects. We also play a leading role in shaping and delivering national programmes including the Garden Communities programme, New Towns emerging programme, Advisory Team for Large Applications (ATLAS) ensuring key objectives related to pace of delivery, design, quality of place and social value are achieved. Job Description You will be joining a friendly, experienced and highly skilled team, who are committed to making positive change and supporting Homes England in delivering its overarching mission. We are looking for someone to join our team who understands the challenges and opportunities behind delivery of complex large scale and ambitious projects, and is used to working in a fast-paced environment. You will contribute to the delivery of programme outcomes and provide enabling support to unlock delivery of a portfolio of complex large scale development projects, taking an innovative and creative approach to implement deliverable solutions working collaboratively with our regional teams, the Ministry of Housing, Communities and Local Government (MHCLG) and external partners. As part of the team, you will be involved in multiple and varied worksteams. These might include: Deploying expert commercial, development and other thematic knowledge to add value to a wide range of major strategic, complex and innovative projects working alongside our regional delivery teams Bringing together senior colleagues from across Homes England to coordinate priorities & enable collaborative and multi-agency working including providing leadership to multi-disciplinary teams to drive progress on complex, priority projects. Supporting delivery and placemaking by helping to operationalise programmes of activity for large scale projects and strategic portfolios. Working with MHCLG, other government departments and local partners to implement government programmes to drive delivery of high quality and complex projects, identifying blockers and constraints and developing strategies to overcome them, utilising the full range of Homes England skills, resources and products. Contributing to a high performing team, driving forward Homes England’s missions and objectives in support of the Agency’s ambitious programme of change, with a focus on enabling our transition to a more regional and place-based operating model. Across these and other workstreams, you’ll be working with influential stakeholders, experienced leaders and technical experts to drive lasting change – as part of an organisation with real social purpose which is uniquely positioned to shape the future of place-based housing delivery and regeneration. Person specification You’ll be an experienced development professional who holds a relevant degree level qualification or equivalent experience as a Chartered Town Planner (RTPI) or a Surveyor (RICS), Chartered Transport Planner, urban regeneration specialist or development finance expert. You will have a strong understanding of the development delivery process and the ability to influence projects at various stages of planning and delivery, as well as experience in collaborative and inclusive working across different disciplines. You will be interested and experienced in researching and analysing complex information relating to large scale projects to produce insightful reports and solution-focussed recommendations for senior leaders. Delivering on a mission as bold as ours isn’t always easy. You will be resilient with matrix working and managing a range of stakeholders and public and private sector partners including other government bodies and developers, and comfortable with working in a changing environment. Your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as the government’s housing delivery agency. You will enjoy working in an innovative and engaging way and be able to influence, negotiate and persuade. You will enjoy working as part of multi-disciplinary team to resolve complex issues, drawing on the skills and experience of others and challenging yourself to expand your knowledge and understanding of large-scale projects. You will be motivated by the transformative impact of housing and regeneration, particularly at scale, and recognise the ability of a development led response to tackle social deprivation and economic underperformance as well as contributing to sustainable place-making. As a senior manager you will be asked to support on projects that require various property development skills and knowledge.
