Job Title: Government Finance Business Partner - Submarines

Overview
An exciting opportunity has arisen to join our Government Compliance Team, whose goal is to ensure that Rolls‑Royce optimises returns on Government business, within the laid down conventions and regulations. The Compliance team brings together the Single Source Contract Regulations (SSCR) team and the Government Finance (GF) team to provide specialist financial advice to the business units, to enable compliance and the pricing of Government contracts in line with the relevant legal and statutory regulations. The Government Finance Business Partner reports directly to the Head of Government Finance and Compliance, based within the Submarines business, but also supporting wider Rolls‑Royce; understanding and justifying costs incurred across all divisions. The role will involve occasional travel to visit MOD and other sites such as Bristol.

What you will be doing
* Preparation, review and submission of annual Government Finance deliverables in line with statutory deadlines for each of the Central units on a UK MOD and US DOD basis (Actual & Forecast Reporting).
* Working with the Central finance teams and Tax, maintain fit‑for‑purpose allocation models, generating Government pricing solutions.
* Be the interface for Central claims with MOD Cost Assurance and Analysis Service (CAAS) – responding appropriately to dynamic audit queries and engaging with the MOD Single Source Pricing Service (SSPS) claim agreement process.
* Supply appropriate submissions to Defence US (RR Corp) for recovery of UK cost base in US DOD pricing in line with published timescales.
* Develop knowledge of the Tax cross‑border transfer pricing process to ensure consistency with Government pricing.
* Support the preparation of annual strategic level disclosures, such as the Business Update and Accounting Changes Letter, the Strategic Industrial Capacity Report and the IFRS8 disclosure.
* Maintain and submit the MOD Questionnaire on Methods of Allocation of Cost (QMAC) for Central Businesses.
* Prepare, review and submit Single Source Regulations Office (SSRO) Supplier reports as appropriate. Implement the tasks required to meet SSCR requirements for Central Business.
* Work collaboratively with the Finance Business Partners supporting Defence Aerospace, Submarines, Technical leads, SSCR Business Partners, and the US Government Finance team.
* Undertake ad hoc exercises as determined by the Head of Government Compliance.
Who we're looking for
* Qualified Accountant with demonstrated breadth and relevant experience in Financial and Cost Accounting and Government Finance experience.
* Able to work effectively across different teams, develop relationships and influence people to drive outcome.
* Demonstrate an ability to communicate complex messages in a clear and concise manner to senior management.
* Communicate views, discuss options and negotiate satisfactory agreements with seniors and the MOD.
* Communicate effectively with representatives of outside bodies, such as auditors from UK MOD, US DOD, PwC, and the Single Source Regulation Office.
* Ability to prioritise and work under minimal supervision and to work as an integrated team member, using initiative and original thought.
* Experienced user of key finance systems, including SAP, Oracle HFM/VBM. Strong Excel, Word and PowerPoint skills.
* Demonstrate experience and knowledge of UK and US conventions, in addition to Government commercial or business issues.

To work for the Rolls‑Royce Submarines business an individual has to hold a Security Check clearance. Rolls‑Royce will support the application for Security Clearance if you do not currently already have this in place.
