Job Description

We have an exciting opportunity to be involved in the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform how the Environment Agency regulates.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation and remove barriers to delivery, ensuring alignment with the business case and value for money.
We are looking for someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment.
Tasks will include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Ensuring programme deliverables align with strategic objectives within the business case, owning the change control process.
3. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money.
4. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
5. Supporting investment and funding activities with the Programme Manager and Director.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting ongoing business management through whole life cost allocations.
The team
The Digital, Innovation, and Programmes team is responsible for the Digital Strategy and its implementation across E&B. Our work sets the strategic direction for digital services that will transform regulation.
You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to shape user-centered digital services that are efficient, simple, and fast.
Experience/skills Required
Experience that would be beneficial but not essential includes:
* Experience in a fast-paced, dynamic programme environment
* Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.)
* Experience managing complex financial information
* Understanding of financial, business planning, and budgetary processes (charge funding, CDEL, RDEL, re-charges)
* Purchase order raising experience
* Experience with business cases, EA and Defra approval routes, and change control processes
* Experience in digital programmes (helpful but not essential)
* Knowledge of governance around spend control and assurance processes
* Proven ability to lead, engage stakeholders, and drive innovation and best practices
Additional Information
You’ll have an incident management objective in your development plan, with support and training provided.
The role is flexible in location, with an EA Office base and potential for remote work. Some travel and overnight stays may be required.
