Job description You’ll be joining HMRC’s Compliance Operational Insight & Risking (COIR) team, part of the Risk & Intelligence Service (RIS), as it builds its growing presence in the new Cardiff Regional Centre, working alongside experienced colleagues across the UK. This is an opportunity to contribute to important analytical and production work while helping shape a developing location and new ways of working. COIR’s role is to design and deliver high‑risk taxpayer profiles and risk packages that help HMRC teams focus on the areas of greatest tax risk. In 2024/25, this work supported over 1 million cases and contributed to £10.5 billion in settled yield. As a Production Analyst, you will turn information and data into clear, structured outputs that support operational decision making. Your role will involve reviewing incoming material, identifying patterns or issues, and producing accurate, well‑presented products that help operational teams focus their activity effectively. Your key responsibilities will include: Reviewing and interpreting information and data to identify patterns, issues, or unusual findings. Turning raw data into clear, structured products and decision‑support outputs for operational teams. Managing incoming work and helping to maintain an organised, efficient workflow through COIR’s production pipelines. Checking the quality, clarity, and accuracy of outputs before they are issued. Contributing to the development of the Cardiff location, supporting new processes and ways of working. Leading on assigned tasks, using sound judgement to prioritise work and escalate issues appropriately. Collaborating with colleagues across COIR to ensure consistent standards, share insight, and support continuous improvement. Supporting enhancements to production processes, tools, and working practices to support a high‑quality service. You’ll join a supportive, people‑focused team that values flexible working, collaboration and developing your skills as you learn how our insights make a real difference. You will join one of two teams within COIR: COIR Production (15 posts available) - turns data and intelligence into clear, well‑structured cases that help HMRC tackle tax risk and protect public money. COIR Customs & International Trade (C&IT) (7 posts available) - helps protect the UK’s borders by analysing trade activity, identifying high‑risk movements, and supporting HMRC’s pre-and post‑clearance checks. Because this fascinating work involves sensitive data on international supply chains and security‑critical trade flows, these roles require Security Check (SC) clearance to ensure we can safely handle this information. This additional clearance will need to be obtained before we can agree a start date. Candidates will be allocated to roles using an alternating approach to ensure an equitable distribution of the highest‑scoring applicants across both teams. If you are matched to the C&IT Team, you will be informed of this requirement before any offer is made. If you decide not to take up an SC‑cleared post, you will instead be considered for a role that does not require SC, noting this will only be where available. Person specification We’re looking for someone who can work confidently with information, contribute to a high‑quality service, and support clear, evidence‑based decision making. You will: Deliver accurate, well‑structured work, checking information carefully and paying close attention to detail. Work confidently with information or data, using straightforward methods to review material, identify patterns or issues, and draw sensible conclusions. Use everyday tools effectively (such as spreadsheets or similar) to explore, interpret, and present information clearly. Communicate clearly and professionally, explaining findings in a way that is easy for different audiences to understand. Manage your time and priorities well, organising your workload and adapting to changing demands when needed. Build positive working relationships, collaborating with colleagues and stakeholders to share insight and solve problems. Look for practical ways to improve processes, taking ownership when issues need resolving and contributing to a reliable, high‑quality service. Essential Criteria: To be considered for this role, your application must demonstrate all the following: Ability to work comfortably with information or data, for example, reviewing material, noticing patterns or trends, and clearly explaining what you’ve found using data handling software (such as Excel). Communication skills - You will be able to build good working relationships and explain information in an easy‑to‑understand way. Ability to manage different tasks or priorities, staying organised, adaptable, and using good judgement in a busy environment. A collaborative approach, working with colleagues and stakeholders to share insight, solve problems, and help deliver a good‑quality service.
