The Opportunity
We have a fantastic opportunity for a permanent Senior Technician to join our Consulting Highways team. This is a hybrid role and with our office based in Manchester we welcome applications from across the area
Amey and Trafford Council are working in partnership to deliver environmental and infrastructure services for Trafford. The One Trafford Partnership, formed in 2015, delivers commercial and domestic waste collections, street cleaning, grounds maintenance, highways services, bridges, road safety, street lighting and furniture, drainage and property services. The partnership maintains and improves nearly 800 km of roads, 17,000 km of footways, 150 structures, 30,000 street columns and illuminated signs and 37 parks, in addition to collecting waste from 97,000 households. Innovative, new technology will be introduced across the services to deliver a more efficient approach for the Council and the residents of Trafford.
The Trafford Highways Consulting account provides the local highway authority function on behalf of Trafford Council. It comprises approximately 40 core engineers, technicians and support staff and is organised into four teams dealing with Traffic, Development Control & Drainage, Highway Maintenance and Highway Structures. It works with the wider Amey business network across specialist fields and skillsets to ensure that projects are delivered right first time, within budget and according to contractual obligations
The account has a significant work programme of projects including:
* Traffic and Transportation management schemes
* Maintenance and improvement of highway structures
* Integrated transport, public realm and road safety improvement schemes
* Greater Manchester Active Travel and bus network schemes
* Highway improvements funded through developer contributions
* Flood and Drainage duties
* Public Rights of Way
* Carrington Relief Road
The role
As a member of the Traffic & Transportation team you will carry out the administrative and legal processes associated with proposing and implementing Traffic Regulation Orders. You will provide support creating and maintaining accurate records including datasets held within TRO software mapping systems (currently ParkMap).
You will also provide administration support within the Traffic and Transportation design team as required, including recording the receipt of, and responses to, incoming correspondence, and monitoring compliance with agreed response times.

Responsibilities include:
· Preparing and placing formal advertising for proposed Traffic Regulation Orders in accordance with the requirements of national legislation and regulations.
· The creation of Legal Traffic Regulation Orders.
· The creation, amendment and maintenance of legal records associated with Traffic Regulation Orders.
· Together with colleagues, the creation of drawings and records using Park Map and / or other appropriate computer systems, including AutoCAD, to undertake consultations and ensure that records are maintained and are updated as necessary.
· Maintaining the control records of advisory and mandatory disabled persons bays and carrying out the necessary enquiries regarding the removal of any bays that are no longer required.
· Assessing and carrying out the necessary consultations associated with the processing of advisory and mandatory disabled bays.
· Preparing the necessary reports and drawings to propose the introduction or removal and / or where the residents’ request does not meet the relative criteria of Traffic Regulation Orders, together with developing the necessary reports through their due processes.
· Providing feedback to the client.
· Overseeing the introduction or removal of mandatory disabled persons’ permit parking bays.
· Overseeing the preparation of works packs to implement agreed measures.
· Dealing with related correspondence and administration.
· Recording incoming correspondence and responses so that correspondence, including complaints, enquiries and FOIs etc and monitoring are compliant with relevant agreed response times.
What you will bring to us:
· HNC/HND/BTEC, or equivalent in a relevant discipline, two years proven experience would be desirable, but not essential
· Basic knowledge of relevant legislation, including the Road Traffic Regulation Act; the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations; the Traffic Management Act; the Highways Act and the Highways (Road Humps) Regulations
· Computer literate and conversant with the MS Office suite
· Experience of data handling with MS Excel and/or other data-based systems
· Good communication skills dealing with clients, developers, consultants, elected representatives and the public
· Good organisational skills and an attention to detail
· Enthusiasm to participate in professional development
· Ability to work within a team environment with a dedicated approach to meet project deadlines
· Ability to work independently, being self-motivated with the drive to achieve continuous improvement targets
· Experience of Geographical Information Systems and AutoCAD would be desirable but not essential
· Client-focused approach to service delivery
· A desire to progress and develop a professional career, in a Traffic and Transportation or highways-based works environment.
