About the role
An exciting opportunity for a Senior Pre-Construction Manager to join Balfour Beatty to oversee a portfolio of projects in the Central area. The role involves leading, managing, and coordinating all aspects of either direct award or tender opportunities, focusing on converting Pre-Construction contracts into delivery agreements aligned with customer and business needs.
A significant part of the role is to manage teams, providing support and mentorship to junior team members, fostering individual development, and creating high-performing teams.
Adherence to business governance, minimum expectations, and risk management is essential, ensuring high-quality, competitive proposals are delivered in accordance with the Balfour Beatty Management System.
Key responsibilities include establishing effective relationships with customers, undertaking sales leadership on opportunities, managing multiple projects up to GBP100m, overseeing governance processes, and managing Pre-Construction deliverables across design, commercial, risk, estimating, production, planning, and procurement.
Desirable experience includes understanding customer and funder business cases and internal approval processes, managing successful SQ and ITT submissions, and familiarity with digital tools like BIM and cost planning technologies.
What you'll be doing
* Deliver opportunities within budget and forecast
* Formulate and execute bid/pre-construction strategies to secure profitable orders
* Manage contractual requirements under pre-construction agreements
* Build and maintain relationships with clients and their representatives
* Lead the preparation and delivery of presentations to secure orders
* Lead the ECI stage of 2-stage tenders
* Participate in key customer meetings and industry events
* Oversee bid management activities, including governance, planning, and documentation
* Develop technological solutions for bids, including BIM and submissions technology
* Ensure compliance with tender requirements and company best practices
* Lead internal governance and approval processes for large bids
* Manage the handover of secured business and maintain project risk registers
* Implement digital tools for cost estimation activities
* Uphold Balfour Beatty values and focus on Zero Harm and sustainability activities
Who we're looking for
Essential:
* Experience managing bids and pre-construction in civil engineering/construction sectors
* Project management experience
* Estimating and planning knowledge
* Construction methodology, planning, and commercial acumen
* Leadership and organizational skills
* Effective communication skills
* Knowledge of work winning best practices and public sector procurement principles
* Strong client relationship skills
* Proficiency in Microsoft Office 365
Desirable:
* Experience with Tier 1 main contractors
* Civil engineering background
* Knowledge of construction and civil frameworks
Qualifications/memberships such as CIOB, RICS, ICE, ICES are preferred.
